storm raged with tremendous force, uprooting trees and toppling houses, and the devastation was extreme. Yet no sooner had it finally subsided than day after day torrential rains—as if overturning great basins of water—breached the embankments and sent surging muddy waves rolling in, harming thousands of people and washing away tens of thousands of homes beyond count or description. Intending first to observe the situation close at hand in Fushimi, I set out together with Messrs. Utagawa Kunimatsu and Okamoto Kissōn to board a train at Shichijō Station. The trains were running only as far as Ibaraki Station to the west and Kusatsu Station to the east; on the Nara Railway line, service extended only as far as Momoyama. With no other choice, we decided to travel as far as Fushimi-Momoyama. Looking from the carriage windows, one could see that Yawata, Yodo, Ogura, and nearby areas such as Toba and Takeda were barely showing their rooftops above the water. We alighted at Momoyama Station. About three *chō* to the west of the Gokō-no-Miya shrine, raging floodwaters overflowed across the road in all directions. In Fushimi Town, water more than three *shaku* deep had entered the houses, so all residents had taken refuge on their second floors. As there was no drinking water anywhere, those of middling means and below were increasingly threatened by hunger and thirst; accordingly, the town office and two other locations had set up temporary soup kitchens to provide relief.
