農夫（のうふ） 草（くさ）を去（さつ）て嘉穀（かこく）必茂（かならずしげ）り。忠臣（ちうしん）姦（かん）を除（のぞい）て王道（わうだう）以（もつ）て清（きよ）しとかや。奥（こゝ）に承（しやう）
平（へい） 天慶（てんけい）の往昔（むかし）。東西（とうざい）の国々（くに〴〵）擾乱（ちやうらん）せしも。忠良（ちうりやう）の賢臣（けんしん）肝胆（かんたん）を摧（くだ）きて。平定（へいぢやう）に

農夫が草を除けば良い穀物が必ず茂るように、忠臣が奸臣を除けば王道が清らかになるというものである。思い起こすに承平・天慶の昔、東西の諸国が騒乱したが、忠良な賢臣が肝胆を砕いて平定に及んでから、ここに二十四年が経った。四海は太平で、目に武器を見ず、耳に戦馬の音を聞かない。万民は満足してその生業を楽しんでいる。しかるに今回、左大臣源高明公に陰謀の企てがあったが、満仲朝臣の計らいによって速やかに解決した。その功績が莫大であることから、摂津守に任ぜられ、長く居住して皇居を守り、直接その国を統治すべきとの詔命があった。満仲は面目を施し、並々ならず喜んで、その準備をして、程なく封国摂津へ

Just as a farmer who removes weeds will surely see good grain flourish, when a loyal retainer eliminates treacherous officials, the imperial way becomes pure. Looking back to the days of Jōhei and Tengyō in the past, when the eastern and western provinces were in turmoil, it has now been twenty-four years since loyal and wise retainers devoted themselves wholeheartedly to pacification. The four seas are at peace, with no weapons visible to the eye and no sound of war horses heard by the ear. The people are content and enjoy their occupations. However, recently Left Minister Minamoto no Takaakira had conceived a conspiracy, but through Mitsunaka Asomi's intervention it was quickly resolved. Due to his enormous merit, he was appointed Governor of Settsu, with an imperial edict stating that he should reside there permanently to protect the imperial palace and govern that province directly. Mitsunaka gained great honor and was exceedingly pleased, making preparations to depart for his fief of Settsu before long.
