陰でひそかに大きなため息をついて浮世の有様をうかがい見ると、両国(信州・上州)の飢饉はひどく、欲深く慈悲のない者どもが突然穀物を買い占め、わずかな間に両国ともに麦・米・雑穀などが払底してしまった。そこで、この機に乗じて悪鬼を吹き込み、とても浅間山へ吹き返しに立ち向かうことはできないと、以前の手並みに懲りたからには、百姓どもを騒がせて浅間山の悪しき者どもをおびやかし、少しでも鬱憤を晴らそうと思い、諸方の辻々に高札を立て、「信州・上州の穀物商人どもが両国の穀物を買い占めて隠し置いている間に、九月二十三日に両国の穀屋、そのほか穀物を囲い置いた者どもを残らず打ち壊し申すべし」と書いて立て札をし、その上にどこの国から出されたものかも分からない廻文(回状)を恐ろしくも回したのであった。この取り沙汰があったので、村々の名主・役人や松井田・下仁田などの穀屋は、仲介人を入れて時の相場で売り払うべき旨を

Hiding in the shadows, catching their breath with heavy sighs and watching the state of the world, they saw that the famine in the two provinces (Shinano and Kōzuke) was severe, and that greedy, merciless people had suddenly cornered the grain market, so that within a short time both provinces had exhausted their supplies of barley, rice, and miscellaneous grains. Seizing upon this opportunity, they sought to stir up trouble by channeling evil spirits, reasoning that a direct counterattack against Mount Asama was impossible since they had been chastened by its previous might. Their plan was to agitate the peasants, threaten the malevolent forces of Mount Asama, and thus vent at least some of their grievances. To this end, they posted public notice boards (kōsatsu) at crossroads throughout the area, with the following declaration: "As the grain merchants of Shinano and Kōzuke provinces have been hoarding and concealing grain from both provinces, on the twenty-third day of the ninth month, we shall completely destroy the grain stores of both provinces and all those who have been stockpiling grain." Beyond this, a circular letter (kaibumi) of terrifying content — the origin of which was unknown — was circulated. When word of this spread, the village headmen, officials, and grain merchants of Matsuida, Shimonita, and other areas agreed to sell their goods at the current market price through intermediaries.
