毎回あるということでもなく、先例は多数ございます。その上、このような件は公家・武家より仰せ出されて社家が承知の上でなければ、供養と申すことは全くないことでございます。寛文年中に神事と法事を混同しないようにとのお達しがあったため、正月の御棚会においては供僧の役儀もございますが、停止いたしております。今回は御勘略（節約のご方針）により御神宝・諸役人への下行物（支給物）万事節減いたすことになっております。しかるに神事と法事が混じり合うことになりますれば、御断り申し上げずにはいかがかと存じ奉りますので、まずこの度は社家一同として舎利供養の儀はなく、静かにお取り計らいくださいますよう仰せ付けていただけますれば、ありがたく存じ奉り候。との仰せでございます。以上。

This is not something that happens every time, and there are numerous precedents. Furthermore, regarding such matters, without having been directed by the court and military authorities and acknowledged by the shrine families (shakke), there has never been any instance of conducting a memorial service (kuyō). During the Kanbun era, an order was issued to the effect that Shinto rites and Buddhist ceremonies should not be mixed together; therefore, although the role of the officiating monks (sōsō) exists at the New Year's御棚会 (Otanakai) ceremony, it has been suspended. On this occasion, as part of a general policy of economy and reduction, the disbursements to shrine treasures and various officials have all been reduced. Nevertheless, if Shinto rites and Buddhist ceremonies were to be intermingled, we feel it would be improper not to report this and seek approval. Therefore, we humbly request that, with the unanimous agreement of the shrine families, it be decreed that the relic offering ceremony (shari kuyō) shall not take place this time, and that matters be settled quietly. We would be most grateful if this could be granted. This is the substance of what was said.
