This tobira-bumi (door document) concerns the hei-motsu (votive offerings) prepared and submitted by the Ministry of Finance (Ōkura-shō) and the Imperial Storehouse Office (Mikura-no-tsukasa), contained within four long chests (nagamochi). [Marginal note: One chest is approximately four shaku in height, two shaku in depth, and two shaku in width. Additionally there are chain fittings (kusariko), locks, shide (zigzag paper offerings), and stands (isu), all made of plain wood (shiraki), with cords (o) in dark blue (kon).]
The rope is a light blue-and-white cord (asagi shironawa). One chest is over one shaku in height, over one shaku in width, and approximately three shaku in length; the shimenawa rope fittings and the like are the same as above, except the cord is red. Another chest is over one shaku in height, the same width as above, and approximately two shaku in length, with a red cord. Yet another chest is the same as above. All of the above are of plain wood construction and decorated with shime (sacred rope) ornaments.
Within these chests are the sacred offerings (onhei) presented from the Imperial Palace (the Forbidden Interior, kinchū), placed in a willow-wicker box (yanagi-bako) lined with silk. The document described here is its inventory (mokuroku), which is a petition (gebumi) stating "Please receive as listed." There are five copies: one for the Imperial Envoy (chokusha), one for the various envoys (shoshi), one for the imperial proclamation (senmyō), one for the secretary official (ben-yaku)...
Concerning the Votive Offerings (Heimotsu)
Next, the head priest (kannagi) takes the above-mentioned written declarations (kakitate), including the imperial decree (senji) and petition (gebumi), together with the viewing box (ranbako), and reads them aloud before the deity at a standing position on the ground (tsuchidachi) in front of the auxiliary shrine (gonsha). The viewing box is returned afterward.
Next, the sacred food offerings (omiku) for both the inner sanctuary (naijin) and the outer sanctuary (gejin) are dispatched from the Nié-dono (offering kitchen) by the toné (shrine administrators) and jinin (shrine attendants), in the same manner as for seasonal festivals (sekku), and distributed to both the negi-kata (the group of negi priests) and the hafuri-kata (the group of hafuri priests).
Next, the head priest goes to the seat of the Ben official and states that the sacred palanquin should be transferred (moved in procession). The Ben official commands: "Transfer it in the customary manner." Passing through the small garden in shallow shoes (asagutsu) through the midst of the speckled curtain (madara-man), they state this while crouching (tsukubai). Therefore, it is necessary to inform the shoe-bearer (kutsumochi) of this in advance. The head priest responds with "Hai" (yes) and escorts the official inside.
The author's personal note: Regarding this matter, at the time of the midday preparatory visit (hirumi-tsukuroi no omair i), the Grand Counselor (Dainagon) instructed, "The head priest should..."
