【寛仁元年(1017年)十一月二十五日、賀茂社に行幸の際の宣命】
天皇(我が)の詔旨(みことのり)として、畏き賀茂皇大神の広前(ひろまえ)に、恐み恐みも申し賜う次第を申すに、云々(以下の通り)。
また、前年に愛宕郡を一郡(まるごと)、奉り寄進すべき旨を、祈り申し給うたによって、しかるに件の郡の内には、帝王の城都(みやこ)、あるいは明神の御領地として、万代にわたり相伝えられた処がある。これは一人の者が自由にできる土地ではない。よって、
南は皇城(みやこ)の北の大路の同(おな)じ末(はて)を限りとして、
東は郡界に至るまで、西は大宮の東大路の同じ末を限りとして、北は郡界に至るまで、奉り寄進し給う、云々。

山城国愛宕郡の捌箇郷(八箇郷)を、上下の天神宮に奉り寄進すべき事に応じて、

【Imperial Proclamation (Senmyō) Issued During the Imperial Visit to Kamo Shrine on the 25th Day of the 11th Month of Kōnin 1 (1017 CE)】
By the words of the imperial proclamation (senmyō) of the Emperor, humbly, humbly presented before the awesome and revered Kamo Imperial Great Deity, the following is declared, and so forth:
Furthermore, as it had been prayed and petitioned the previous year that the entirety of Atago District be donated [to the shrine], the matter was taken up. However, within said district there exist places that have been transmitted through ten thousand generations as either the imperial capital or the sacred domains of the great deities. These are not lands that any single individual may freely dispose of. Therefore:
The southern boundary shall be set at the far end of the north main road of the imperial capital;
The eastern boundary shall extend to the district border;
The western boundary shall be set at the far end of the east main road of Ōmiya;
The northern boundary shall extend to the district border.
Within these limits, [the land] is hereby donated [to the shrine], and so forth.
