五日関東御下知状案は故右大将殿ノ御時
御寄進其後一勺社家進止之地也停止守
護所之沙汰於大番役は随先例之勤可有
左右至于其外ノ課役は可令免除云々承
元二年被下御下知之後無被毀破之状
歟任彼状之趣且停止使者入部且可
免除流人雑事之状如件

穏便早停止其妨任先例可致沙汰之
由可令下知也若又有殊由緒は可令
注申之状依御執達如件

〔前頁より続く:賀茂別雷社領 石見国文永庄の守護所の使の〕入部(にゅうぶ)〔立ち入り・干渉〕、ならびに高野山流人(るにん)〔高野山へ流された者〕の雑事(ざつじ)に関する事について、〔添付の〕副具書(そえぐしょ)〔添付文書〕に記されたこの子細(詳細)を見るに、承元二年(1208年)十月十五日の関東御下知状案(かんとうごげちじょうあん)〔幕府裁定書の写し〕によれば、故右大将殿〔源頼朝〕の御時(おんとき)に御寄進(ごきしん)〔寄進〕された後、一勺(いっしゃく)〔わずか一片〕も社家(しゃけ)が進止(しんし)〔管理・支配〕する土地であり、守護所の沙汰(さた・干渉)は停止すべきこと。大番役(おおばんやく)〔京都御所の警護の役〕については先例に従って勤めるべきであり、適宜左右(裁量)あるべきこと。その他の課役(かえき)については免除とすべきとのことである。承元二年に御下知〔幕府の命令〕が下された後、〔これを〕毀破(きは・破棄・無効化)された旨はないと思われる。よって彼の状(くだんのじょう・当該文書)の趣(おもむき)に任せ、かつ使者の入部を停止させ、かつ流人雑事を免除すべき旨、件のごとし。

賀茂社雑掌(ざっしょう)〔社務を管理する代官〕が申すところの、若狭国(わかさのくに)多鳥浦(たとりうら)の漁猟(ぎょりょう)に関する事。
院宣(いんぜん)〔上皇の命令書〕〔副訴状(そえそじょう)を副えて遣わす〕。子細を見るに、事実は甚だ穏便(おんびん)ならざることである。速やかにその妨げを停止させ、先例に任せて沙汰(さた・処置)を致すべき由(よし)、下知(げち・命令)を下すべきである。若しまた殊(こと)なる由緒(ゆいしょ)があるならば、注申(ちゅうしん・書き記して申し上げる)させるべき旨、御執達(ごしったつ・取り次ぎ・伝達)により件のごとし。

[Continuing from the previous page: Concerning the envoy of the Military Governor's Office (shugo-sho) for Bun'ei Estate in Iwami Province, a holding of Kamo Wakeikazuchi Shrine —] the matter of the envoy's entry and interference (nyūbu), as well as the matter of miscellaneous duties (zatsuji) relating to persons exiled to Mt. Kōya. Upon examining the details as set forth in the attached supplementary documents (soegusho), according to a copy of the Kantō directive (Kantō gechijō-an) dated the fifteenth day of the tenth month of Jōgen 2 (1208): this land was donated by the late Lord of the Right General (Ko-udaishō-dono) [i.e., Minamoto no Yoritomo], and thereafter, not even a single measure (issyaku) of it falls outside the shrine household's (shake) authority and jurisdiction (shinshi). The interference of the Military Governor's Office shall therefore be halted. With regard to the ōban'yaku [guard duty at the imperial palace in Kyoto], this shall be performed in accordance with precedent, with appropriate discretion. As for all other levies and service obligations (kaeki) beyond this, they shall be exempted. Since the issuance of the Kantō directive in Jōgen 2, there appears to have been no instance of it being annulled or overturned (kiha). Accordingly, in accordance with the purport of that document, the entry of envoys shall be halted forthwith, and miscellaneous duties relating to exiled persons shall be exempted. As stated above.

Concerning the matter of fishing rights at Tatoriura in Wakasa Province, as reported by the shrine's administrative agent (zasshō) of Kamo Shrine.
An Imperial Retired Sovereign's Directive (inzen) is hereby dispatched [with an attached petition (soesojō)]. Having examined the details, the facts of the matter are most improper and unsatisfactory. The obstruction shall be ceased forthwith, and appropriate measures (sata) shall be taken in accordance with precedent; an order (gechi) to this effect shall be issued. If, however, there exists some particular claim of special standing or origin (yuisho), it shall be recorded and reported accordingly. In accordance with the御執達 (御取り次ぎ, go-shittachi — official transmission/relay), as stated above.
