現代語訳

**第七 山陰道(さんいんどう) 八か国** **第八 西海道(さいかいどう) 九か国**   付記:島が二つある --- ### 畿内五か国とは 山城(やましろ)・大和(やまと)・河内(かわち)・和泉(いずみ)・摂津(せっつ) 以上がそれである。 「畿内」とは、都は国の中心にあることから、今のこれら五か国を日本の中央と呼ぶのである。『日本書紀』の持統紀においても、「畿(き)」の字を「近し(ちかし)」と読む。都に近い国であるがゆえに「畿内」と言うのである。また、「畿」の字は「廻る(めぐる)」とも読む。都を中心にして四方を取り囲む国々のことである。 【問い】日本の国を八つに分けるとき、七か国(道)には「道」の字がある。なぜ畿内だけに「道」の字がないのか。 【答え】畿内は日本の中央にあり、都に近い国であるがゆえに、「道」の字は付けないのである。

**Seventh  San'indō (Mountain Shade Circuit)  Eight provinces** **Eighth  Saikaidō (Western Sea Circuit)  Nine provinces**    Note: There are two islands (attached) --- ### On the Five Provinces of Kinai Yamashiro, Yamato, Kawachi, Izumi, and Settsu — these are the five provinces. The term "Kinai" (Home Provinces) refers to the fact that the capital lies at the center of the realm; thus, these five provinces are called the center of Japan. Even in the "Jitō" section of the *Nihon Shoki* (Chronicles of Japan), the character "畿 (ki)" is read as "chikashi" (meaning "near"). Because these are provinces close to the capital, they are called "Kinai." Furthermore, the character "畿" can also be read as "meguru" (meaning "to surround" or "to encircle"), as these are provinces that encircle the capital on all four sides. **[Question]** When Japan is divided into eight regions, seven of them have the character "dō" (道, meaning "road" or "circuit") in their names. Why is it that Kinai alone does not have the character "dō"? **[Answer]** Because Kinai lies at the very center of Japan as the provinces closest to the capital, the character "dō" is not attached to it.
