物等何ニ而も積出シ申節問丸方江相断奉行組

一 水戸口入舟有之候ハヽ其舟之宿より番所并立合
之者問丸江も早速積荷之書付差出シ可受改候
商物揚申事ニ候ハヽ其時々少分之儀ニ而も改之
者共江相断可受吟味候仮初ニも間入之舟問屋共江
通路之小舟遣候ハヽ時々ニ断可致通路惣而間入之
舟ニ小舟之通路仕時者右改之者共江相断可受
吟味候無断小舟之通路仕間敷事
一 水戸口出入共ニ御法度之諸色何ニ而も問屋方ニ
預り置間敷候縦他領之者又ハ他国之者より預り
申候共少分之物ニ而も預り置間敷く候自然無拠
訳有之候て問屋其外諸商人共方江預リ置申
儀有之候ハヽ其品々改之者ニ相断可受吟味事
一 諸廻船三国水戸口江致間入候ハヽ諸色積荷之付
を取即刻番所并改之者共江可相断事暫然り
居申内舟ゟ舟江商物売買仕候義古来ゟ御法
現代語訳
物等何でも積み出し申す節、問丸方へ相談し、奉行組・郡組に問丸一人ずつ差し添えて罷り出で、積荷がどのようなものであるか一々番人と立ち合って改め、その上で川口の切手を出すこと。
一 水戸口に入船があれば、その船の宿より番所並びに立会の者、問丸へも早速積荷の書付を差し出し、改めを受けるべきこと。商い物を揚げ申すことであれば、その時々少しの儀でも改めの者共へ相談し、吟味を受けるべきこと。仮にも間入の船から問屋共へ通路の小舟を遣わすのであれば、時々に断りを致し通路すべきこと。総じて間入の船に小舟の通路を仕る時は、右改めの者共へ相談し吟味を受けるべきこと。無断で小舟の通路を仕ってはならないこと。
一 水戸口の出入り共に、御法度の諸色は何でも問屋方に預かり置いてはならない。縦令他領の者又は他国の者より預かり申すとも、少しの物でも預かり置いてはならない。自然やむを得ない訳があって、問屋その外諸商人共の方へ預かり置き申す儀があれば、その品々を改めの者に相談し吟味を受けること。
一 諸廻船が三国水戸口へ間入を致せば、諸色積荷の付を取り、即刻番所並びに改めの者共へ相談すべきこと。暫くそこに居申す内に、船から船へ商い物売買を仕る儀は古来から御法度

For any goods being loaded for shipment, one must consult with the toiya (shipping agents), and have one toiya each from the magistrate's group and district group accompany them. The cargo must be inspected item by item in the presence of guards to determine what is being loaded, and only then shall a river mouth permit be issued.
One: If there are ships entering at the Mito entrance, the ship's lodging house, guard station, witnesses, and toiya must immediately submit written cargo manifests and receive inspection. If commercial goods are to be unloaded, even small amounts must be reported to the inspectors for examination at each occasion. Even temporarily, if small boats are sent as passage vessels from visiting ships to the wholesale merchants, permission must be sought each time for such passage. Generally, when small boats travel to and from visiting ships, consultation with the aforementioned inspectors and examination must be received. Small boat passage without permission is forbidden.
One: For both entry and exit at the Mito entrance, no prohibited goods of any kind shall be stored at wholesale merchant establishments. Even if requested to store goods by people from other domains or other provinces, not even small amounts of such goods shall be stored. If there are unavoidable circumstances requiring wholesale merchants or other traders to store such items, each item must be reported to the inspectors for examination.
One: When cargo ships enter the Mikuni Mito entrance, cargo manifests must be obtained and immediately reported to the guard station and inspectors. While temporarily staying there, the practice of selling and buying commercial goods from ship to ship has been forbidden since ancient times.
