◎The Devastation of Shimochi Village The storm on the night of the 28th struck Shimochi Village at high tide, causing unexpected flooding on top of wind damage. In addition to wind damage, the village suffered further from flooding, resulting in numerous house destructions, embankment breaches, and many deaths, creating an extraordinarily tragic scene. An overview is recorded below.
▲ Nounin-machi The pine trees—numbering in the dozens—of Nounin-machi, the last remnant of "Matsu-ga-hana," a famous scenic spot of Kochi, were uprooted and blown over entirely. Even those that did not fall entirely had their branches snapped off, or were half-leaning. From this one can see just how fierce the wind was. In Nounin-machi, 6 houses completely collapsed and 1 half-collapsed, but there was not a single house that did not sustain some damage; every house was seen to be tilted and warped. Moreover, the high-tide flooding reached more than a foot above floor level, and areas such as the back streets of Nounin-machi were thrown into extreme chaos.
▲ Shinmachi and Teppomachi Throughout Shinmachi-Tabuchi and Teppomachi, 24 houses collapsed, and there was no time to count the half-collapsed and damaged locations.
● Shimochi area 10 houses completely collapsed and 10 half-collapsed. Shimochi Ordinary Elementary School was utterly destroyed, and the farming households were busy drying their unhulled rice.
● Tokiwa-machi 4 houses collapsed. Flooding exceeded a foot above floor level, and large trees—each perhaps over one jo in circumference—came floating in from various places and left marks where they had collided with buildings; it was quite a devastating scene.

● Inari-shinchi Aoyagi Bridge, the foremost scenic spot of Konan, was pitifully blown away by the great wind, leaving only its stone bridge abutments behind. Among the various establishments, Odai, Kamome, and Baika were either completely or half-destroyed. In total there were 14 completely collapsed and 7 half-collapsed establishments, and other damage was beyond counting. From the area of Nakanomachi—near Tokugetsuro—and further east, soil was washed away by the swift current, stone walls were broken and collapsed, and the road took on such a steep gradient that it was impassable. Driftwood and wrecked boats were mixed in with the ruins of collapsed buildings, and the scene of devastation was beyond description.
● Botsumi Most tragic of all was Botsumi. Being merely a small embankment jutting out into the sea, it offered no particular protection against the wind, and the collapse of the embankment caused the area to be entirely surrounded by floodwater. The occupants of 5 houses screamed and called for help in a scene that was truly the most wretched of the wretched, and as a result, 8 people died at Botsumi.
● Embankment collapses The locations of embankment collapse in Shimochi Village were 6 locations in Shimochi-maru and 4 locations in Yaemon-maru. All ranged from 20 ken down to 5 to 7 ken in width, and the number of partially collapsed locations was beyond counting. The rice paddies that covered the entire Hatou area were inundated by the tidal currents entering through these collapsed sections, creating a vast expanse of saltwater, and the tips of the rice plants were nowhere to be seen.
● Flooding conditions On the night of the 28th, the tidal surge was already at full force when the great storm added to it, causing the swift current to rush forth like a volley of arrows. Before one's eyes, floodwater rose to over a foot above floor level inside homes. Along the strip of land from Saienba Omotemachi eastward, bordering the Horikawa River, enormous sailing vessels sometimes crossed over the embankments and drifted into the streets. The force was so overwhelming that everyone believed a tsunami was coming, and from house to house people warned each other, crying "Tsunami coming! Tsunami coming!" As a result, the panic in Inari-shinchi was particularly severe; guests at each small establishment fled to the shelter of two or three larger establishments, and even visitors were unable to stand, unable to remain seated, and ultimately many ended up remaining where they were through the night, as if held captive.
