(Continued from previous page) Since this is a matter grave enough to require naming names, even if one were to speak to the other party directly, doing so would make it impossible for either that party or myself to attend [the meeting]. If that were to happen, it might interfere with the duties of the current officials. For now, he said he would leave the matter as it stood, and relayed this account to Mikiyo. Mikiyo also tried various means to calm him down, and told him that in any case he must attend, and that whatever the circumstances, it would be best for him to attend tomorrow without fail, and departed with this message.

1. Record of the document carried by three representatives — Naritohisa, Suemichi, and Yasuchi — to Lord Hino-Ben on the 24th:
Respectfully submitted:
We are most grateful that our petition regarding the receipt of water from the sacred pond has been granted as requested, and the entire shrine community joins in expressing our deep appreciation. However, as we reported in writing the day before yesterday, the 22nd, it appears that the farmers of Koyama have also submitted a petition. Since the Koyama area also encompasses a considerable amount of shrine domain land, it would indeed be gratifying to the shrine community as a whole if those farmers were to receive the water. Nevertheless, we are deeply troubled that this instance of the farmers directly submitting a petition should come to be treated as equivalent in precedent to the petitions we have submitted under the traditional format of the *nyōbō go-bunsho* (lady's official letter), as this would undermine the ancient standing and precedents of the shrine that have been maintained since antiquity. As the planting season this year is already more than half completed, even if the water is distributed to the farmers, should this become an established precedent going forward, the significance of the *nyōbō go-bunsho* would naturally erode, and the ancient customs of our shrine community would gradually cease to be upheld — a prospect we find deeply lamentable. We therefore humbly and earnestly request that you take heed of this matter, issue a formal directive (*go-bunsho*), and ensure that the ancient traditions of our shrine community are preserved and upheld. Respectfully submitted.

26th Day. [Astrological sign: *Inoshishi* / Hour of the Boar?]. Cloudy. Heavy rain from midday.
1. Today, as is customary, a morning meal was hosted at the deliberation hall during the cleaning period.
2. Shortly after the morning meal, the attendees of the small meeting were: shrine priests Masahisa, Yasushige, Naritohisa, Tsunekiyo, Kuniuji, Suemichi, Ubayuki, Norisuye, Fujitoshi, Yasusato, and Yasuchi. The acting scribe was Kunikiyo. Kanetomo of the meeting hall made announcements. Kanenori submitted his regrets due to illness. Tomitoshi was unable to attend as he had to appear due to damage to his enclosure.
3. Early this morning, Koyama Kyūzaemon appeared and called at the meeting hall residence, but as the gate was not yet open, he went to the residence of Yasusato and reported: "Regarding the water from the sacred pond, the Koyama district received its allocation through yesterday, the 25th, so from last night onward we submitted our return of the water, and when we enquired of the officials at the Imperial Palace whether to release the water, we were told that since Kamo [Shrine] had also been granted water from the sacred pond, releasing it for now would be unnecessary. Therefore, any water surplus from the paddies has been diverted from the Sujikai Bridge area to the riverbed. How does the shrine community intend to proceed? We submit this report for now." Yasusato relayed this account to the assembly.
4. Upon deliberating on the matter of returning the sacred pond water, it was noted that since Koyama district had received the allocation through yesterday, and Kamo would now receive it starting today, the options were: to mark the boundaries with *hōji* (boundary markers) in various locations; or to divide the water — six parts to Nakamura and four parts to Koyama — and then submit the return after one or two days. Moreover, since planting on the shrine domains had not yet been fully completed, and the Nakamura district in particular reportedly had a considerable amount of planting still remaining, it seemed reasonable to proceed accordingly. Alternatively, while this line of reasoning seemed sound enough in principle, given recent circumstances, it appeared difficult to have the matter conveyed to the *Tendai sōzu* (transmission officials) due to misunderstandings at the Imperial Palace, and as a result nothing was being taken up. In any case, proceeding as things stood, it would be impossible to uphold the shrine's dignity and precedents. Therefore, petitions must absolutely be made in due course. Furthermore, the fact that surplus water from the Koyama paddies was being diverted to the riverbed and not flowing into the sacred pond was concerning in terms of the intentions of the *Kadan bugyō* (Garden officials), and even if it were to cause further harm — (continued on next page)
