仰せ渡すべきか。評議として、強く願うならばまた追って御相談もあるべきこと。まず一通り、右の通り仰せ渡すのがよかろう。今朝中に仰せ渡すべきこと。
一、調進奉行・播磨介の後任を兼任させるべきか。この時節、御用も少ないので、まず一人で御務めになるべきこと。
一、池の十左衛門が造作を願っている件、梅の徳右衛門の取り壊し願いは先達って相済んだとのことで、これにより十左衛門の願書を書き改めて差し出すよう、造作方より申し付けられた由である。茂宗が演説した。
一、貴布祢の詰番より、日参の辰之助に手紙で言伝があり申し越したのは、巫女屋の用所がこの間の大雨で崩れ、難儀しているとのこと。その方で積もりを見たところ、五人工(にんて)ほど掛かるとのことである。御相談の上、近々御返答をいただきたい旨である。評議として、積もりの通り申し付けるのがよいと決まった。
一、席より気付きがあった。出小松の流し口について、先達って見分もあり、用害等を行うべき旨の御沙汰があった。なお又見分の上、急ぎ申し付けるのがよかろうということで、今日、寄合の後、川方の者ども両人を召し連れ、惣検分を行った。正久・保韶・庸清・躬清・学顕等は不参であった。
右の見分の結果、流し口のところに川の中に小さな島があり、その西に川筋があるので、そちらへ流れるように仕掛ければ、自然と出小松へ砂も積もり、川瀬の付け替えができるであろうか。なお、上の新大手の崩れ口より斜めに杭を打つよう御相談となった。まず今日、日雇いで川方の者ども四・五人ほどを掛け、右の川筋へ土砂をさらい、水を仕掛けるよう申し付けた。なお右の普請の積もり書を作成し、会所まで差し出すよう申し渡した。右の趣を評議所にて保韶へ談じたところ、定杭の内ではあるが、もし杭などを打って角倉よりあれこれ申されてもいかがかと思われるので、まず仲間の権兵衛に様子を御尋ねになり、その上で内々に権兵衛から尋ねるようにして、角倉へ、少々普請を申し付けたので瀬違いが生じた旨届け置き、杭でも打って重ねての満水に瀬を替えるようにするのがよいであろうか。なお来会(次の寄合)で御相談するのがよいとのこと。
一、今日、三星屋喜兵衛へ金一分・銀二匁三分払い遣わした。帯刀分もまず保土から控えて払い遣わした。
一、三河守が演説した。水役人どもが申すには、この間の満水で本郷井手の懐が切れ、川原へ流れ出た。これにより神宮寺池にある蛇籠を拝領したく、なお杭木も六十本ほど頂戴したく、重ねて水が出ても切れないよう、裏に蛇籠を据え、表にしがらみを施し、その中へ土砂を埋め、随分丈夫にしたい由の願いである。則ち御許容の由仰せ渡された。
三日、巳の日。終日大雨。夜に入って雨止み、亥の刻(午後十時)頃より晴れた。
一、巳の刻(午前十時)頃、会所へ学顕が来訪し、昨日川方の者どもへ申し付けた積もり書を会所まで差し出した由である。即ち持参して見たところ、杭木の伐り運びならびに乱杭打ち・伐りとも七貫五百文、日雇いでは一人百四十文ずつとのことであった。なお乱杭を打つまでのことで、きっと瀬を替えられると申すわけでもない由であった。
一、保土の気付きにより会所へ申し入れたのは、この間も保韶もその話をしていたのであるが、今日の大雨はよい機会であるので、昼のうちに木馬(もっこ馬・運搬用の馬)三匹ほど御用意なされ、暮れ過ぎより出小松の流し口へ人堰をして馬を掛ければ、夜中に瀬も替わるであろうと存じます。なお保韶へこの段を申し入れ、その上で小寄合を催して御相談するのがよいと申し談じたところ、則ち学顕が保韶へ申し入れたところ、成程御もっともに存じます、早々小寄合を催すべきとのことになった。

1. Should the post of *chōshin bugyō* (provisioning magistrate) for Harima-no-suke be absorbed into an additional duty? As there is not much official business at this time, it would be appropriate for one person to manage it alone for the time being.
2. Regarding the petition of Ikenojū-zaemon for construction work: the petition of Ume no Tokuemon for demolition work had already been settled previously. Accordingly, the office of construction (*zōsa-kata*) had instructed Jū-zaemon to revise and resubmit his petition. Moromune presented this report.
3. A letter was forwarded from the duty watchman (*tsumé-ban*) at Kifune to Tatsuno-suke, who makes daily visits, stating that the lavatory of the *miko*-house (shrine maiden's quarters) had collapsed in the recent heavy rains, causing considerable difficulty. Upon estimation, the work would require about five laborers' worth of effort. They requested a reply in the near future following deliberation. After deliberation: it was decided that the work should be ordered as estimated.
4. Notice was raised from the senior staff (*seki*). Regarding the drainage channel at *Dematsu* (*Dematsu nagashi-guchi*): there had previously been an inspection, and a directive had been issued to the effect that engineering works (*yōgai*) should be carried out. It was decided that a further inspection should be conducted and work ordered without delay. Accordingly, after today's meeting, two men from the river management team were brought along for a general inspection. Masahisa, Yasusato, Yōsei, Kyūsei, and Gakunori, among others, were absent.
Upon inspection of the drainage channel site, it was found that there was a small island in the middle of the river, with a channel running to its west. It was considered that if the flow could be directed toward that channel, sand would naturally accumulate at *Dematsu* and a change in the river's course could be achieved. In addition, it was deliberated that stakes should be driven diagonally from the breach at the upper *Shin-Ōte*. For now, today, four or five day laborers from the river team were put to work clearing the sediment in that channel and managing the water flow. They were also instructed to prepare a cost estimate for the above works and submit it to the assembly hall (*kaisho*).
When this matter was discussed with Yasusato at the deliberation hall, he said: although it falls within the category of fixed stake works (*sadame-kui*), if stakes were to be driven, one would have to worry about objections from *Kadokura* (the Kadokura merchant house, which held rights over the river). It was therefore suggested that the situation first be explained to *Nakama Gonbei*, and that through Gonbei inquiring discreetly with Kadokura, it be reported to them that a small amount of construction work had been ordered which caused a change in the river's course; and that stakes be driven so that the river course would shift again in the event of another flood. The matter was to be further discussed at the next meeting.
5. Today, one *bu* in gold and 2 *monme* 3 *bu* in silver were paid to Sanpukuya Kihei. Tatewaki's portion was also to be deducted from Yasuto's account first and paid out.
6. Mikawa-no-kami delivered a report. The water management workers had reported: during the recent flood, the retaining bank (*futokoro*) of the Hongō irrigation channel (*ide*) had burst, causing water to flow out into the riverbed. They wished to receive the *jabako* (gabions/wire or wicker baskets filled with stones for erosion control) stored at the Jingūji pond, as well as approximately sixty stakes. Their request was to reinforce the structure so that it would not break again in future floods, by placing gabions at the rear, installing wicker fencing (*shigarami*) at the front, and filling the interior with earth and sand, so as to make it as durable as possible. Permission was duly granted and conveyed.

**The 3rd day, *Mi* (巳) day. Heavy rain all day. The rain stopped as night fell, and it cleared around the Hour of the Boar (approximately 10 p.m.).**
1. Around the Hour of the Snake (approximately 10 a.m.), Gakunori arrived at the assembly hall and presented the cost estimate for the work ordered to the river management team the previous day. Upon reviewing what he had brought: the cost for felling and transporting stakes, along with the driving and cutting of loose-pile stakes (*midari-kui*), came to 7 *kan* 500 *mon* in total. The daily wage was 140 *mon* per person. It was noted, however, that even with the loose-pile stakes driven in, there was no guarantee that the river course would definitively change.
2. Yasuto, having noticed an opportunity, reported to the assembly hall: as Yasusato had also been discussing this matter recently — since today's heavy rain presents a favorable opportunity — he suggested that three or so pack horses (*mokuba*) be prepared during the day, and that from after dusk, human barriers (*hito-seki*) be erected and horses deployed at the *Dematsu* drainage channel. He believed the river course might change during the night. He further suggested that Yasusato be informed of this and that a small impromptu meeting (*shō-yoriai*) be convened for deliberation. This was communicated to Yasusato via Gakunori, and Yasusato responded that he fully agreed and that a small meeting should be convened without delay.
