The proposed engineering works (*yōgai*) were all deemed appropriate. Accordingly, the river magistrates (*kawa-bugyō*) Suemoto and Yasunori were instructed to convey orders to the river management team (*kawagata*): during the day they were to prepare pack horses (*mokuba*) and bales (*tawara*), filling the bales with stones, and once night fell, they were to quickly form human barriers (*hito-seki*) and deploy the horses. The following personnel were to present themselves from the senior staff section: Yasusato (duty month official, *tsukiban*), Hirohisa, Tetsunori, Fuminori, the administrative officer (*zōshō*), Yasuto, the deputy scribe (*shippitsu-dai*), Kunikiyo, and from among the *sadame-nin*, Kyūsei; and among those enlisted as auxiliaries (*kanerei*): Suenaga, Shigeki, and Morinori; and as river magistrates: Suemoto and Yasunori. They were to assemble at the Shinka (new house) in Kawaramachi around the Hour of the Monkey and a half (approximately 4:30 p.m.). Regarding the young auxiliaries, Kyūsei himself attended. The following were noted as having declined: Bizen-no-suke Yasutaka (marginal note: on duty at the shrine (*shatō go-ban*)), Hizen-no-kami Kiyosato, Ōmi-no-suke Yasutake, Tsunajirō Dayū Naotoyo, Umaru Dayū, Torijirō Dayū Kanenori, Unnosuke Fumikanesato, Kamefuku Dayū Kaneyasu (marginal note: on shrine duty (*shatō ban*)), Shinchishiro Dayū Dainori (marginal note: declined due to collection duties (*torī-kata*)), Karamaru Dayū Kiyokado, Tanin Dayū Yayanori, Toritō Dayū Tane-kane (marginal note: excused due to illness in family), and Kōsuke Dayū who was outside the scope of the request (*kanerei*). 1. Approximately thirty sturdy peasants from the eastern and western [neighborhoods] were requested as auxiliaries, and in addition, eight members of the river team and master carpenters (*seidaiku*) were recruited. 2. As torches (*taimatsu*) would be difficult to keep lit in the rain, approximately forty bamboo torches were requested from the repair department (*shūri-kata*). All of the above were instructed to assemble at the Shinka from around dusk. The remaining supplies were stored in the river magistrate's bridge hut (*hashikoya*). 3. Around noon today, upon going to the deliberation hall, three men — the water workers (*mizu-yakunin*) from Ōno: Genbei and Rokurobei — came forward with a petition. The cause was damage to the Ōno irrigation channel (*ide*) from the flooding, and they requested a grant of stakes (*kui-ki*). In response, they were told: as stakes are currently in short supply, they should first procure them on their own account, with costs to be apportioned to the relevant *honjō* (estate authorities) at a later date. Furthermore, it was conveyed to them that they should petition for a written authorization to be sent from this office for the portion pertaining to shrine estates (*sha-ryō*). 4. Toward evening, everyone assembled at the Shinka. Three pack horses were sent in from above the drainage channel at Dematsu, and loose-pile stakes and log floats (*midari-kui-nagashi*) were deployed. However, as the riverbed to the south was generally high, and moreover the rain had stopped and the river water had diminished, the water did not splash as hoped, and the general assessment from the river team and all others was that the human barriers and other efforts would likely be to little effect. Accordingly, everyone withdrew around the Hour of the Dog and a half (approximately 10 p.m.). In keeping with custom, rice gruel (*kayu*) was provided for the participants to eat. The young men who had been enlisted as auxiliaries were served sake at the Shinka on their way home. When the peasants were withdrawing and faces were checked at the Shinka, there were twenty-five *gyōji* (neighborhood managers) from the various districts. Of these, six sturdy men, eight river workers, and the two river magistrates were to remain stationed throughout the night, and were to retrieve the pack horses at dawn. Furthermore, to the eight river workers and six enlisted men — namely Isaburo of Kawaramachi, Kichisaburō of Ikenomachi, Magosaburō, Bunzō of Umenomachi, Kanroku of Yamanomachi, and Asanosuke of Nakanomachi — eggs and sake were provided. --- **The 4th day, *Uma* (午) day. Clear.** 1. Around the Hour of the Snake (approximately 10 a.m.), Suemoto, the river magistrate, came in and reported: in the early morning before dawn, all of last night's pack horses had been withdrawn. The horses had been considerably effective, and the area had become notably shallower overall. Furthermore, the course of the rapids (*se-saki*) had also changed. 2. Today, the accounts for the festival (*o-matsuri kanjō*) were settled. Those in attendance were: the monthly duty officer, Hirohisa, Tetsunori, Suemoto, Fuminori; the annual duty officer, Yasusato, Yōsei, Ubuyuki; the repair department, Hirohisa (marginal note: concurrently serving as monthly duty officer), Yonori, Morinori; the provisioning magistrate (*chōshin bugyō*), Tomitoshi; the river magistrate, Suemoto (marginal note: concurrently serving as monthly duty officer), Yasunori; the administrative officers, Yasukaku and Yasuto; the deputy scribes, Naoyasu and Kunikiyo (in proxy); the assembly hall representative, Gakunori; and from the professional staff (*shoku-naka*), Kanetō and Kyūsei, among others. Head priest Masahisa declined and did not attend. The festival accounts were settled in the same manner as in previous years. This year, the remaining silver balance of over 900 *monme* was applied to the repayment of outstanding borrowed silver (*go-shakugin*). The abacus calculations were performed jointly by Ubuyuki and Yasuto; the fair copy was written by Kunikiyo; and the consultation on the accounts was handled by Yasusato. After these matters were concluded, lunch was prepared as customary: salted mackerel, *senba* (grilled/broiled mackerel), soup (with various small ingredients and mustard), rice, and pickles (*kōnomono*).
