The above was received by Uoya Gonzaemon. 1. Around late morning today, the village headman (*shōya*) Seibei of Oyama, together with the elders (*toshiyori*) Gonzaemon, Ichisaburō, and Jinuemon, came forward. Regarding the petition for fixed tax assessment (*jōmen-negai*) that they had previously submitted, it was conveyed that while the request was considered reasonable to a degree, it had been the established custom for many years, and furthermore it could not be said to be an especially high assessment; therefore the petition could not be granted. They were told to continue making payments under the existing fixed assessment, and the petition document was returned to them. Seibei and Gonzaemon argued at length in explanation and appeared intent on pressing their request further; however, since they needed to return home and convey the decision to the village (*kyōnaka*), they accepted the ruling for now and withdrew. The situation today appeared as though they had not accepted the decision and intended to petition again. The ruling was delivered by the monthly duty six-officials (*tsukiban roku-yaku*), with Yasuto making the pronouncement. 2. Today, a request was made to Kiyotari, the head (*tōnin*) of the second ritual abstinence period (*ni no shōjin*), for prayers to be offered so that the malarial fever (*mikami-okori*/*bitemigari*) might pass. However, as it concerned a household in mourning (*fuku-ke*), and the petitioner was themselves in mourning, the purification ceremony (*kaeshibarai*) was deemed unnecessary, and the sacred hemp (*taima*) could not be placed; therefore only the morning prayers (*asahi go-kitō*) were requested. --- **The 5th day, *Hitsuji* (未) day. Rain from before dawn. Today, an *imiko* has declined [the position]. She is the youngest daughter of Chikyu (*chikyu-sueme*). It is reported that she died of smallpox (*tōsō*).** 1. The shrine precinct is quiet (*go-seihitsu*). Today, the professional staff (*shoku-naka*) prepared the sacred hemp (*taima*). Suemoto was also in attendance. 2. The construction department (*zōsaku-kata*) was occupied with inspecting and drawing up plans for the construction work of Jūzaemon of Ikejiri-chō. 3. Yasuto, having given the matter thought, conveyed the following to the river magistrate Suemoto: from around dusk this evening, regarding the channel diversion (*se-gae*) at the Dematsu drainage outlet that had been under discussion, eight river workers should be instructed to dig a water channel using Chinese hoes (*karanabe*/*tōgwa*). Furthermore, if the water were to rise to full flood level after that, five or six pack horses (*mokuba*) should again be deployed. The instruction was sent to Suemoto to go to Yasusato and explain the plan, and if Yasusato also agreed, to issue the orders accordingly. 4. As the brother in Imagahara, Nishigamo, of Yasuto's household maidservant passed away this morning, she was granted twenty days' leave and ninety days' mourning period (*fuku*). She was accordingly sent off to Nishigamo early this morning. It was conveyed to her that during her leave she should remain at home (*yado*). From today, a substitute (*san*) was therefore hired. 5. Suemoto came in and reported: when he had called upon Yasusato, he was told the latter had gone out of the capital (*shutsukyo*) and it was unclear whether he would return by evening. As the matter required consultation, Yasuto replied that since Yasusato had already held the same view on the matter, there was no need to consult him further; and since it was also unknown when he would return from his outing, it would be best to consult with Mikawa-no-kami first and then issue the orders. Upon calling on Mikawa-no-kami, the latter agreed, and so the eight river workers were to be instructed; moreover, if there were any other good methods, they should be inquired about, and if it was ultimately deemed that digging as planned was the better course, the orders should be given — this was conveyed to Suemoto. As a result, Yasukaku was also informed of this, and he concurred. Furthermore, Gakunori of the assembly hall was also informed of this by Yasuto. 6. The assembly hall representative Gakunori came in, and river magistrate Suemoto reported: depending on the nature of tonight's construction work, it was hard to say whether bamboo torches would be needed; furthermore, if there were to be flooding, they would certainly be required. There were only about fourteen or fifteen *chō* (bundles/lengths) remaining from before, so it would be prudent to prepare supplies in advance. Upon consulting with Mikawa-no-kami about this, he replied that while it would be difficult to produce them quickly, having them prepared would not be wasteful, and it was appropriate to give the order. As to what should be done — upon consultation, it was concluded that fourteen or fifteen *chō* would be insufficient, and moreover since at this rate one could never know when they might be needed, a reply was given to the effect that it would be proper to request from the repair department (*shūri-kata*) that approximately thirty *chō* of bamboo torches be prepared. Yonori noted that by hiring day laborers on a half-day basis, as many as could be made would be ordered. On the 5th, Yasuki came in and reported that his illness had been gradually improving and that he intended to return to duty at this time. --- **The 6th day, *Saru* (申) day. Clear.** 1. Around the Hour of the Snake (approximately 10 a.m.), Daizenno-gondaiyū Suemoto came in and reported: from dusk last night until around the Hour of the Dog (approximately 10 p.m.), the river workers had dug out the old channel (*furukawa*) at Dematsu, and the water had risen considerably. It was reported that if, in the event of another flood, pack horses were deployed, the current would likely shift to the newly excavated channel. This was the assessment of the river workers. 2. Around the half-hour of the Hour of the Snake (approximately 11 a.m.), a messenger came from the deliberation hall saying that Kyūsei wished to meet. Upon immediately going there, it concerned the private matter (*naidан*) of Ubuyuki — specifically the affair (*ikken*) of Kanetame. He conveyed privately that it would be advisable to speak confidentially with Mikawa-no-kami, Aki-no-suke, and others, and to resolve the matter quickly. In reply, it was stated that the matter should be observed further before acting.
