**Distribution of Meal Allowances to Peasants**
The annual duty officers Hohō, Yōsei, and Sankō assembled. During this time, meal allowances were distributed to the peasants who had appeared at the Komatsu water outlet (irrigation gate). Those who had reported the previous night received one shō of rice each, while those who had remained on watch until dawn—including eight river-duty workers—received two shō each.
**Afternoon Assembly of Elders and Young Officers (Rōjaku-kai)**
After lunch, an assembly of the elder and young officers (rōjaku) was held. Those in attendance were: Kikuaki, Hōtei, Eiaki, Hōko, Sadaki, Narifumi, Hōjū, Ujio, Chōki, and Naoharu; as clerks (zassho): Hōkaku and Hōdo; as acting secretary (shippitsu-dai): Naoyasu; and as meeting-hall manager: Gakuaki.
The first item presented concerned a matter submitted by Koyama-gō (the village of Koyama). The village had petitioned to end the fixed-rate land tax (do-men) as of last year (the Year of the Dog), and to switch from the current year to a crop-inspection tax system (tachige-midori), whereby taxes would be assessed based on actual harvest yields. After deliberation within the shrine community, the response given was: "Since it has been the practice for many years to pay taxes under the fixed-rate system, you should continue to accept the fixed rate." While the hardship and impoverishment of the peasantry was acknowledged as understandable, the shrine insisted they accept the fixed rate. However, the villagers appeared again and stated that they absolutely wished to end the fixed-rate arrangement and repeatedly petitioned to switch to crop-inspection taxation. Since the shrine's portion of tax income is small, but there are many related parties such as road travelers and landholders, the elders and young officers were asked for their opinion. It was requested that they deliberate fully and provide a response by the eleventh (the day after tomorrow).
The secretary read aloud the petition and oral statement submitted by Koyama-gō, and a copy was handed to Kikuaki, the chief representative of the First Group. The young officers of the ten-squad were gathered to immediately copy the oral statement, and a meeting of the young officers was to be convened either tonight or the following morning, with a prompt reply expected by the day after tomorrow.
**Visit by the Ōmi-no-suke and Postponement of Meeting**
Ōmi-no-suke came to visit and reported that a meeting of "御手" (possibly a group of officials or the lord's party) was currently being held at the residence of Takumi-no-suke. After a short while, Ōmi-no-suke returned again and reported that since the assembly could not be gathered today and discussions could not proceed, today's meeting was being postponed, and arrangements had been made for everyone to gather after breakfast the next morning.
**Offerings of Fish for the Shrine (Goryōken)**
The sweetfish (ayu) that had been salted the previous day were prepared as today's shrine food offering (goryōken). In addition, some dace (hae/haya) were also salted. As sweetfish were in short supply this year, Hohō, Hōdo, and others suggested to the meeting hall that it would be appropriate to use the salted dace for the offering on the eleventh.
**Firewood Duty at the Council Hall**
Today's firewood duty at the council hall (hyōgijo) was carried out by the monthly duty officer, Nakayama, who appeared for the task.
**Errand to Satsumaya in Muromachi**
Today, a letter was sent from the "mite" party to Satsumaya shop in Muromachi to obtain half a ryō (measure) of Korean ginseng (hige-ninjin / whisker ginseng), and it was promptly delivered. The messenger was □□ Kurō.
From tomorrow, "mite" will begin taking the medicine. It contains one portion (ichibu) of ginseng. It is a stomach and intestinal tonic.
**Meeting of the Granary Officials (Kura-bugyō)**
Today, the tenth day, a meeting was convened at the residence of the Granary Official (kura-bugyō), Suruga-no-kami Kenrei. The purpose was to distribute the approximately one koku and five to of surplus rice held within the shrine community among ten people. Although the successors of the late Kunai-gonshōyū and the late Tonomo-no-shōjō had not yet gone through the formal inheritance process, since this rice had accumulated as annual surplus rice since those two individuals were alive, they were also included in the distribution, making the total ten recipients. Each person's share was slightly over nine monme, or 643 mon in cash. Among the ten, since Hikomanudaifu's son Naogi had a deposit of two to and two shō of rice, his allotted share was deducted from this deposit, leaving him with a remaining deposit of just over seven shō. This balance is to be repaid to the Granary Official in due course. Those handling this meeting were Moku-no-suke, Taaki, Hyūga-no-kami Ujitari, and Suruga-no-kami Kenrei. Hōdo was absent from today's gathering.
**Death of a Shōjin-tōnin's Child**
The eldest son of Jōju, one of the four Shōjin-tōnin (ritual abstinence leaders), a two-year-old named Hikochidai, had been suffering from vomiting, diarrhea, and severe convulsions (hikintsuke/kyōfū) for four or five days, and passed away tonight at the fourth watch (approximately 10 p.m.). As a result, the ongoing ritual observances (keshikanji) were suspended.
**Replacement of Shōjin-tōnin**
Ukon-shōgen Kiyofuku was appointed as the replacement (hoken) for the vacant Shōjin-tōnin position. He thus became the Fourth-Group leader.

**Tenth Day, Year of the Rat — Rainy — Beginning of Hassen (八専) Today**
**Morning Assembly of the Sixth Group's Young Officers**
After breakfast, the young officers (tenakai) of the Sixth Group assembled. The meeting had been planned for the residence of the young officer supervisor Ōkuradō, but due to their close relationship, it was held instead at the residence of Takumi-no-suke Ujimatsu. Those in attendance were: Moshiki, Moromune, Tadanao, Hōroku, Narifumi, Hōdo, Takekiyo, Musoku, and Kanenori; as young officer representative: Hoken.
The announcement was made that, as had been explained at the recent elder-young assembly, Sakyō-no-shin Narifumi would be attending meetings from this year forward.
A copy was submitted of the petition sent by Koyama-gō to the shrine community, with a note appended to the back indicating the substance of the shrine community's consultations. After full deliberation among all parties, it was unanimously decided that switching to the crop-inspection tax system would be beyond the means of each individual, and therefore the shrine community would be asked to handle the matter by incorporating it into the community's own tax obligations (sha-nō). Accordingly, a formal oral statement was submitted to the meeting hall as the reply.
