**[Decision Regarding the Two Petitions]**
Both of the above petitions were deemed reasonable, and it was decided that the parties should promptly appear in person to submit them.

**[Petition from Umegatsujimukutemachi]**
A petition was submitted from Umegatsujimukutemachi. A man named Kichijirou and his father have repeatedly behaved in a disorderly manner, and despite repeated admonitions from the townspeople through community meetings, they have refused to comply. Although there had been a directive from the Shrine during this period, [the petitioners] had refrained from submitting this request, thinking it might appear as though they were taking advantage of the current matter (the case of the three individuals ordered into seclusion). However, they stated that they had intended to submit this petition regardless of the current matter, and therefore the two issues should be considered separately. The text of the petition is as follows:
**Petition Humbly Submitted**
One: A man named Kichijirou has repeatedly disturbed the neighborhood within the town. The townspeople held a community meeting and admonished him, but he has not complied at all, and the disturbances continue to this day. As a result, the entire town finds it impossible to feel at ease. Consequently, both father and son have been excluded from association within the neighborhood, and we hereby report this matter to the honorable members of the Shrine. We are concerned about what reprimand might be incurred should any incident arise in the future. Therefore, we humbly submit this written petition. We would be most grateful if a ruling could be issued. Respectfully submitted.

To the Honorable Members of the Shrine
To the Honorable Officials
Although the above petition was submitted, it was determined that the officials (職中) should deliberate on the matter privately, and it was therefore not brought before the full assembly today.

**[Deliberation on the Number of Persons to Appear for the Three-Party Pardon Petition]**
After the assembly adjourned, during the informal gathering that followed, it was suggested that for the petition seeking the lifting of the seclusion order for the three individuals, approximately five people — including one from the Shingū household and below, and two from among the senior and junior [priests] — should appear in person as head priests. Upon further deliberation, it was agreed that while such a course of action would indeed be appropriate, for the time being the petition should proceed as it stands; and if the petition were not accepted, then on a subsequent occasion five or six people should appear together to submit a joint lamentation. It was pointed out that if a large number of people appeared at this juncture and were turned away, it would be difficult to submit another petition for some time. It was therefore unanimously decided that it would be better to proceed in two stages. Accordingly, the two petition documents above were copied out, and the following text was appended at the end as part of the petition.
