右之通被仰出候ニ付仲ヶ間相談以後ハ心配心得之趣書附を以御目付へ相伺候処左之通
指図有之
【朱書】嘉永四亥正月御先物頭加藤茂右衛門ゟ木履下駄紛敷ニ付書付ヲ以及問合尚又
相糺候上附紙ニテ千本藤左衛門ゟ及指図
附紙 木履下駄両名
一物ニ被相心得可然候
一御扶持人ハ組下代以下高足不相成旨ニ相定
一高知寄合中家来共小者壱人召連候者ハ下駄不苦候事尤其外ハ高足
不相成旨相定
一御法度之儀押而相背罷通候者有之候ハヽ名元承届御目付へ相達可申事
一咎違之儀組之者不調法ニ不相成候事
一御坊主者是迄之通木履不苦候事
一御土蔵番人是迄之通下駄ニ而罷通候儀不苦候事
一小算以下小寄合格之者ハ小算ニ准シ下駄不苦下坂市郎右衛門嶋田助右衛門若
林庄五郎高瀬藤蔵安川加右衛門右五人之者木履之上草履付候下駄御
免之旨御目付ゟ申来ル
一御用達町人小者壱人召連候者御免下駄ニ而通候儀不苦候事

一五月四日石原九郎左衛門申聞候ハ此間之仰出候下馬御門所惣而軽キ者共古来之通高足
御法度之旨御触有之候付支配下へ相触申候然処拙者共支配下大勢有之事ニ候得ハ
了簡違等之儀も可有之哉ニ候間古来御法度之趣致承知度旨申聞候ニ付諸組諸下代
以下決而高足相成不申段返答申遣候
一同七日若林庄五郎罷出申達候ハ私共同席之者先々ゟ太鼓御門所雨天之節二ツ
歯表付下駄ニ而罷通候処五年以前午年右於御門所彼是申分有之其節御達申
上御門所へ御断之上右二ツ歯表付ニ而無滞往来致来候然処此度下馬御門所軽キ
者共高足御法度之旨被仰出有之候然共右之通太鼓御門も高足ニ而罷通儀ニ候間
下馬御門所も同様ニ被仰付被下置候様相願候ニ付尚又令吟味候処相違無之趣ニ付拙者共
支配五人之者共太鼓御門同様ニ取扱候様御先物頭月番へ申達之候
但諸職人共ハ三ツ歯御免下駄ニ而御城内罷通例ニ候得共御鍛冶鉄砲屋共ハ訳合
も有之拙者共支配ニ被仰付儀ニ付右之通取扱候
一同日中根九右衛門荻野四郎右衛門申聞候ハ御広敷書役先年御出居番格被仰付前々ゟ下馬
御門所高足致来候此度被仰出有之候ニ付致下足候様ニとの事ニ候右書役之儀ハ御坊主同様
ニ候間下馬御門所下足不致様致度旨申聞候ニ付尚又令吟味候処御座所御門も是迄高
足ニ而罷通候付下馬御門所之儀も御坊主同様ニ取扱候様口上扣を以申遣候
附当春御先物頭浅見又七郎方ゟ差出候留書之写左之通

一、同日、御目付からの御触れ《割書:略、前記の通り》
右の通り仰せ出されたため、仲間で相談した結果、以後は心配・心得の趣旨を書付で御目付へ伺いを立てたところ、左の通り指図があった。
【朱書】嘉永四年亥正月、御先物頭加藤茂右衛門から木履・下駄の区別が紛らわしいため書付で問い合わせ、なお又調べた上で附紙にて千本藤左衛門から指図があった。
附紙 木履・下駄両方の名称
一つのものと心得るべきである
一、御扶持人は組下代以下は高足を認めない旨に決定
一、家知・寄合中の家来たちで小者一人を連れている者は下駄は構わない。もっともその他は高足を認めない旨決定
一、御法度の件で押し切って背いて通る者がいれば、名前の元を承知して御目付へ伝達すべき件
一、咎め違いの件で組の者が不始末にならない件
一、御坊主は今までの通り木履は構わない件
一、御土蔵番人は今までの通り下駄で通ることは構わない件
一、小算以下・小寄合格の者は小算に準じて下駄は構わない。下坂市郎右衛門・嶋田助右衛門・若林庄五郎・高瀬藤蔵・安川加右衛門、右五人の者は木履の上に草履を付けた下駄を御免とする旨、御目付から申してきた
一、御用達町人で小者一人を連れている者は御免として下駄で通ることは構わない件

一、五月四日、石原九郎左衛門が申し聞かせたのは、この間仰せ出された下馬御門所において総じて軽い身分の者たちは古来の通り高足御法度の旨の御触れがあったため、支配下へ触れ回った。しかし自分たち支配下は大勢いることなので、了見違い等のこともあるだろうから、古来の御法度の趣旨を承知したい旨申し聞かせたため、諸組・諸下代以下は決して高足を認めない旨返答して遣わした。
一、同七日、若林庄五郎が出向いて申し達したのは、私たち同席の者は先々から太鼓御門所で雨天の節に二つ歯の表付き下駄で通っていたが、五年以前の午年に右の御門所であれこれ申し分があり、その節御達し申し上げて御門所へ御断りの上、右の二つ歯表付きで滞りなく往来してきた。しかしこの度下馬御門所で軽い身分の者たちの高足御法度の旨が仰せ出されたが、右の通り太鼓御門も高足で通る件なので、下馬御門所も同様に仰せ付けられるよう願い出たため、なお又吟味したところ相違ない趣旨で、自分たち支配の五人の者たちを太鼓御門同様に取り扱うよう御先物頭月番へ申し達した。
ただし諸職人たちは三つ歯御免下駄で御城内を通る例であるが、御鍛冶・鉄砲屋たちは理由もあり、自分たち支配に仰せ付けられた件で右の通り取り扱う。
一、同日、中根九右衛門・荻野四郎右衛門が申し聞かせたのは、御広敷書役は先年御出居番格を仰せ付けられ、前々から下馬御門所で高足をしてきたが、この度仰せ出されたため下足するようにということである。右の書役の件は御坊主同様なので、下馬御門所で下足しないようにしたい旨申し聞かせたため、なお又吟味したところ、御座所御門も今まで高足で通っているため、下馬御門所の件も御坊主同様に取り扱うよう口上控えで申し遣わした。

Since the above was proclaimed, after consultation among colleagues, henceforth matters of concern and understanding would be submitted in writing to the Inspector for approval, whereupon the following instructions were given:

1. For stipend recipients (gofuchibito): determined that group deputies and below may not wear raised footwear
1. Among retainers of household administrators and council members, those accompanied by one servant may wear geta without issue; naturally, others may not wear raised footwear, as determined
1. If there are those who forcibly violate the prohibition and pass through, their identity should be ascertained and reported to the Inspector
1. Regarding punishment discrepancies, group members should not become negligent
1. Buddhist monks (obōzu) may wear wooden clogs as before without issue
1. Storehouse guards may pass through wearing geta as before without issue
1. Those of minor calculator rank and below, and those of minor council rank, may wear geta without issue in accordance with minor calculator rank. For the five men Shimosaka Ichirōemon, Shimada Sukeemon, Wakabayashi Shōgorō, Takase Tōzō, and Yasukawa Kaemon: permission granted for geta with straw sandals attached over wooden clogs, as communicated by the Inspector
1. Official merchant contractors accompanied by one servant may pass through wearing permitted geta without issue

1. 5th month, 4th day: Ishihara Kurōzaemon reported that regarding the recent proclamation that persons of low rank at Geba Gate are prohibited from raised footwear as in ancient times, he had circulated this to his subordinates. However, since his subordinates are numerous, there might be misunderstandings, so he wished to understand the intent of the ancient prohibition. In response, it was replied that members of various groups and deputies and below are absolutely not permitted raised footwear.
1. Same month, 7th day: Wakabayashi Shōgorō appeared and reported that he and his colleagues had previously passed through Taiko Gate wearing two-toothed formal geta during rainy weather, but five years ago in the Year of the Horse there were various complaints at that gate. At that time, after reporting and obtaining permission from the gate, they had continued to travel without hindrance wearing the two-toothed formal footwear. However, this time the prohibition on raised footwear for persons of low rank at Geba Gate was proclaimed. Since Taiko Gate also involves passing through in raised footwear as described, he requested that Geba Gate be handled similarly. After further investigation confirming no discrepancy, it was communicated to the monthly duty Weapons Officer that the five men under his supervision should be treated the same as at Taiko Gate.
Note: While various artisans customarily pass through the castle grounds wearing permitted three-toothed geta, the blacksmiths and gunsmiths have special circumstances and have been placed under his supervision, hence this handling.
1. Same day: Nakane Kuemon and Ogino Shirōemon reported that Palace Secretaries (hirobasaki-shoyaku), having been granted the status of audience chamber attendants in previous years, had customarily worn raised footwear at Geba Gate, but due to this proclamation were told to remove their footwear. Since these secretaries are equivalent to Buddhist monks, they wished not to remove footwear at Geba Gate. After further investigation, since they had been passing through the Audience Hall Gate in raised footwear, it was communicated via oral memorandum that Geba Gate matters should also be handled the same as for Buddhist monks.
