 先当分之儀故不及留右三ヶ所御門之御定書御急之儀ニ而ハ無之候間御用透候節目付中へも申談案文調候様松波甚左衛門へ伊勢申渡之尤其趣十兵衛  へも申聞之 一同年十二月十六日下馬太鼓切手三ヶ所御門共ニ只今迄爾与致し方御定書無之付当六月狛伊勢御用番之節御目付月番堀十兵衛へ被申渡前々ゟ之御定書付  等取集松波甚左衛門へ相渡尤目付中申談御定書案文調候様甚左衛門へ被申付置候処右案分調指出候付則被遂吟味候上被相伺候処右御定書三  御門へ可相渡由被仰出今日於評定所御用番芦田右衛門右御定書被相渡之右御定書之留三御門各条ニ出之故略之 一同□覚書ノ留 今度御門御定書被仰出候付向後御本丸御座所并七ツ蔵御番人之宿ゟ御門〆候以後急用有之御門迄人指越候節ハ其使御門ニ指  押置其品御番所へ可相達候条用事之訳書付当人判形仕御番改へ可指出候其書付を取猶又遂吟味御門相通シ候様御番改ゟ御門へ相断右之使可相通候事  右覚書を以御番頭并御番改へ申伝候様御目付月番荒川助右衛門へ相渡之且又御門〳〵へ切紙差添相渡候通目付中ゟ指出候書付之分且又覚書  調助右衛門へ渡之 【朱書】恕連按ニ太鼓切手共御定書ニ御武具蔵之御鉄炮云々之ヶ條有之候へ共下馬ニは此ヶ条無之ニ付區々ニ相成有之ものニ見へたり畢竟下馬ニ而ハ断を不受其品相改指通候而渡之 御徒目付留之内 一天保四己三月三日御目付横田作太夫殿左之通被申聞候付御徒目付柴田長右衛門下馬御門へ罷越当番御先物頭高橋吉兵衛へ相達之    御武具方御武具類御門出入共是迄之通指支無之候様御取斗可被成旨 一同年四月七日諸向御武具類是迄之出入断奥書物も可有之候間剥上ケ以来御武具方同様口上断ニ而出入共差支無之様可申通旨作太夫殿被申  聞候付長右衛門下馬御門へ罷越申達之 一同五午六月朔日下馬御門所鉄砲出入之儀ハ昨年柴田長右衛門申通候通長谷川武右衛門自分筒家来斗持出入致候節も其品相改無指支  御通し可通段御目付中御指図ニ付柴田長右衛門御先物頭剣持弥右衛門へ申通候事 【朱書】イ

現代語訳

先ず当分のことであるため記録する必要はない。右三か所の御門の御定書は急ぎの件ではないので、御用が空いた節に目付中へも申し談じて案文を調えるよう松波甚左衛門へ伊勢が申し渡した。もっともその趣旨を十兵衛へも申し聞かせた。 一、同年十二月十六日、下馬・太鼓・切手三か所の御門ともに今まで取り扱い方の御定書がないため、当年六月に狛伊勢が御用番の節、御目付月番堀十兵衛へ申し渡し、以前からの御定書付等を取り集めて松波甚左衛門へ相渡し、もっとも目付中と申し談じて御定書の案文を調えるよう甚左衛門へ申し付け置いたところ、右案文を調えて指し出したので、すなわち吟味を遂げた上で伺いを立てたところ、右御定書を三御門へ相渡すべき由仰せ出され、今日評定所において御用番芦田右衛門に右御定書が相渡された。右御定書の記録は三御門各条に出ているため略する。 一、同【年】覚書の記録 今度御門御定書が仰せ出されたことにより、向後御本丸御座所並びに七つ蔵御番人の宿から御門を閉めた後に急用があって御門まで人を指し越す節は、その使者を御門に押し置き、その品を御番所へ相達すべきである。用事の訳を書付にし、当人が判を押して御番改めへ指し出すべきである。その書付を取り、なお吟味を遂げて御門を通すよう御番改めから御門へ相断り、右の使者を通すべきことである。 右覚書をもって御番頭並びに御番改めへ申し伝えるよう御目付月番荒川助右衛門へ相渡し、また御門々へ切紙を差し添えて相渡した通り、目付中から指し出した書付の分並びに覚書を調えて助右衛門へ渡した。 【朱書】推測するに、太鼓・切手ともに御定書に御武具蔵の御鉄砲云々の条がありますが、下馬にはこの条がないため区々になっているものと見えます。つまり下馬では断りを受けずその品を相改めて指し通しているのです。 御徒目付記録の内 一、天保四年三月三日、御目付横田作太夫殿が左の通り申し聞かせたため、御徒目付柴田長右衛門が下馬御門へ赴き、当番御先物頭高橋吉兵衛へ相達した。    御武具方の御武具類の御門出入はこれまでの通り差し支えないよう御取り扱いなさるべき旨 一、同年四月七日、諸向の御武具類はこれまでの出入りの断り奥書きもあるはずですから、剥奪以来、御武具方同様口上での断りで出入りとも差し支えないよう申し通すべき旨、作太夫殿が申し聞かせたため、長右衛門が下馬御門へ赴いて申し達した。 一、同五年六月朔日、下馬御門所の鉄砲出入りの件は昨年柴田長右衛門が申し通した通り、長谷川武右衛門の自分の筒を家来のみが持ち出入りする節もその品を相改めて差し支えなく御通し通すべき段、御目付中の御指図により柴田長右衛門が御先物頭剣持弥右衛門へ申し通したことである。 【朱書】イ

First, since this is a temporary matter, there is no need to keep records. As the regulations for the three gates mentioned are not urgent matters, when official duties permit, consultation should be held with the inspectors to prepare draft documents, as Ise instructed Matsunami Jinzaemon. This intent was also communicated to Jubei. 1. On the 16th day of the 12th month of the same year, since there had been no regulations for handling procedures at the three gates of Geba, Taiko, and Kiritte until now, in the 6th month of this year when Koma Ise was on official duty, he instructed Monthly Inspector Hori Jubei to collect previous regulation documents and deliver them to Matsunami Jinzaemon, with orders for Jinzaemon to consult with the inspectors to prepare draft regulations. When the draft was completed and submitted, it was reviewed and presented for approval. The order was given to distribute these regulations to the three gates, and today at the Council Chamber, Duty Officer Ashida Uemon received these regulations. The records of these regulations are detailed in each section for the three gates, so they are omitted here. 1. Same [year] Memorandum Record: Since gate regulations have now been issued, henceforth when urgent business requires sending someone to the gates after the gates have been closed from the main keep lord's quarters and the seven-storehouse guard quarters, that messenger shall be detained at the gate and the matter reported to the guard station. A written statement of the business must be prepared with the person's seal and submitted to the gate inspector. After taking this document and conducting further examination, the gate inspector shall notify the gate to allow passage, and the messenger may then pass through. This memorandum was given to Monthly Inspector Arakawa Sukeemon to communicate to the guard commanders and gate inspectors. Additionally, notification slips were attached and distributed to each gate, along with documents submitted by the inspectors and the prepared memorandum given to Sukeemon. [Note in red] It appears that while both Taiko and Kiritte gates have provisions in their regulations regarding armory firearms, etc., Geba Gate lacks this provision, creating inconsistency. Essentially, at Geba Gate, items are inspected and passed through without requiring permission. From the Foot Inspector Records 1. On the 3rd day of the 3rd month of Tempō 4 (1833), Inspector Yokota Sakutayū communicated the following, so Foot Inspector Shibata Chōemon went to Geba Gate and conveyed this to the duty Senior Retainer Takahashi Kichibei:    Weapons and armaments from the Arms Department should continue to pass through the gates without hindrance as before. 1. On the 7th day of the 4th month of the same year, since there should be existing written permissions for the entry and exit of weapons from various departments, from now on, like the Arms Department, oral permission should suffice for entry and exit without hindrance, as communicated by Sakutayū. Chōemon went to Geba Gate to convey this message. 1. On the 1st day of the 6th month of Tempō 5 (1834), regarding firearms entering and exiting Geba Gate, as Shibata Chōemon had communicated the previous year, even when Hasegawa Buemon's personal firearms were carried in and out by his retainers alone, the items should be inspected and allowed to pass without hindrance, as instructed by the inspectors.
