《割書：ンバ=ウロウナ当丙午四歳》当帝は仁が薄く猛勇にして刑罪甚だし。既に近年イルクツコイの国主等を朝に召し、少しの過ちを以って斬罪に処す。これを以って卑官下賎の輩への厳刑なることは推して知るべし。故に怨みを含む者有りと云う。
先君の女帝は聖徳ありて、新たに属する国夥し。当時ヲロシイヤと号す。
国界は北は海を限り、西は欧羅巴の内

The current emperor is lacking in benevolence, fierce and brave, and extremely harsh in criminal punishments. Recently, he summoned the lords of Irkutsk and other regions to court and executed them by beheading for minor offenses. From this, one can infer how severe the punishments must be for low-ranking officials and people of humble status. Therefore, it is said that there are those who harbor resentment.
