虎列刺病予防法必得別冊編製相達候条実地流行之際
ニ於テハ更ニ該法ヲ考訂斟酌シテ臨時相達候儀モ有
之候得共予防方法之儀ハ病毒浸入之前予メ注意ヲ要
スル事件不尠ニ付為心得此旨相達候事
虎列刺病予防法必得
第一条 外国地方ニ「虎列刺」病流行して内務省より撿疫
規則の施行を命するときは開港場ある地方長官は医
員衛生掛警察吏等を選定して其委員となし外国領事
に協議し該規則を遵奉して予防拒絶の事を担任せし
むべし
第二条 「虎列刺」病流行の地方より来る船舶は港外一定
ノ地ニ於テ撿病委員其船に就き船長并に医官に患者
或は病屍の有無を尋問撿按し該病者に罹れるもの或
は擬似の症状あるものは之を避病院に移し病者なき
ものと雖トモ若干の時日を限り入港を許さゝることあ
るべし
第三条 港口に於て離島或は人家隔絶の地を撰ひ臨時
避病院を設け入港船舶の「虎列刺」患者を入るゝに供し
或は便宜に従ひ該地方にて此病に罹りたるものも入

コレラ病予防法必携別冊を編製し相達するので、実地流行の際においては更に該当法を考訂・斟酌して臨時に相達することもあるが、予防方法については病毒浸入の前に予め注意を要する事件が少なくないため、心得として此の旨相達する。
コレラ病予防法必携
第一条 外国地方に「コレラ」病が流行して内務省より検疫規則の施行を命するときは、開港場がある地方長官は医員・衛生掛・警察吏等を選定してその委員とし、外国領事に協議し、該当規則を遵守して予防・拒絶の事を担任させるべきである。
第二条 「コレラ」病流行の地方より来る船舶は、港外一定の地において検病委員がその船に就き、船長並びに医官に患者或いは病屍の有無を尋問・検査し、該当病者に罹ったもの或いは疑似の症状があるものはこれを避病院に移し、病者なきものといえども若干の時日を限り入港を許さないことがあるべきである。
第三条 港口において離島或いは人家隔絶の地を選び、臨時避病院を設け、入港船舶の「コレラ」患者を入れるに供し、或いは便宜に従い該当地方でこの病に罹ったものも入院させる。

A separate volume of essential cholera prevention methods has been compiled and is hereby transmitted. During actual outbreaks, these methods may be further revised and adapted with temporary instructions issued accordingly. However, since there are many matters requiring attention before the disease toxin penetrates the country, this is transmitted for your guidance.
Essential Cholera Prevention Methods
Article 1 When cholera is epidemic in foreign regions and the Ministry of Home Affairs orders the implementation of quarantine regulations, the regional governors of areas with open ports shall select medical officers, sanitation officials, police officers, etc. to serve as committee members, consult with foreign consuls, and have them take responsibility for prevention and exclusion in compliance with said regulations.
Article 2 Ships coming from regions where cholera is epidemic shall be subject to inspection by disease inspection committee members at a designated location outside the port, who shall board the ships and question and examine the captain and medical officers regarding the presence or absence of patients or disease corpses. Those who have contracted the disease or show similar symptoms shall be transferred to isolation hospitals, and even those without patients may be denied entry for a certain period of time.
Article 3 At port entrances, isolated islands or locations separated from human habitation shall be selected to establish temporary isolation hospitals to accommodate cholera patients from incoming ships, or as convenient, to accommodate those who have contracted this disease in the local area.
