○十月二日の地震と出火によって焼亡した人民が少なくないと聞し召され、天災とはいいながらも不憫にお思いになり、これにより死亡した者たちのために、十一月二日に諸宗の寺院において施餓鬼の修行を仰せ付けられた。誠に御仁恵のほど、有難いことである。右の寺々の名前を左に記す。

○二日の夜から同（十月）二十日頃まで、たびたび小さな揺り（余震）があり、人々は家財道具を雷地（空き地）へ積み上げ、毎夜野宿をした。これらの人々へ、お上より粥（もつそうの御飯）を三日より二十日まで下し置かれた。
○市中の町人たちは、分限（身分・財力）に応じて、町内あるいは出入りの者、または御救小屋に入った者、または地所内の者などへ施行米・銭を出した。
○近くの寺々において施餓鬼供養が行われたことは諸方にわたる。

○ It was heard that no small number of people had perished in the fires caused by the earthquake of the 2nd day of the 10th month. Although this was a natural disaster, [His Lordship] felt compassion for the victims, and accordingly ordered that memorial rites of segaki (施餓鬼, offerings to hungry ghosts) be performed at temples of all Buddhist sects on the 2nd day of the 11th month, for the sake of those who had died. This was truly a most gracious and benevolent act. The names of the said temples are recorded below.

Great memorial services were conducted at the above temples.
○ Furthermore, five emergency relief shelters (o-sukui-goya) were graciously erected:
- Outside Saiwai-bashi Gate
- Asakusa Hirokōji
- Fukagawa Kaibe Shinden
- The precincts of Fukagawa Hachiman Shrine
- The fire-break land below Ueno Hill (Ueno Oyamashita Hiyoke-chi)
○ The shelter of His Highness of Tōei-zan (Kan'ei-ji): at the same location below the hill.
Total: Six locations
○ From the night of the 2nd until around the 20th of the same month (10th month), small tremors (aftershocks) repeatedly occurred. People piled their household goods onto vacant lots (raichi) and slept outdoors every night. For these people, the authorities (o-kami) provided porridge (motsusō no gohan) from the 3rd through the 20th of the month.
○ Townspeople throughout the city contributed rice and money for relief (segyō-mai and zeni) according to their means — to their neighbors, to those who worked for them, to those who had taken refuge in the official shelters, or to those living on their properties.
○ Segaki memorial services were performed at local temples throughout the various districts.
All of the above matters are of great extent, and are therefore summarized here only briefly.
