It was said that the water would not rush out suddenly — since great mountains had filled the deep valleys, it could not break through all at once, and the water would gradually seep out in due course. With such reassurances being spread, some people had returned to their villages and resumed farming. However, on the evening of the thirteenth day of the fourth month, at the Hour of the Seventh Bell (approximately 4 o'clock in the afternoon), a massive torrent of water dozens of jō high suddenly surged out at the Koichi outlet, as if a great mountain were collapsing. The roar of the flood shook the ground across three to four ri. Koichi village was instantly swept away with no chance of survival, and dozens of ken of village homes, earthen storehouses, and sake warehouses were lost to the flood. Even the great trees near Komatsubara village, Nakajima village, and Yotsuya village were swept away. Hyōkanna village was half destroyed by the flood. At Ichiōzan in the same village stood Yuinen-ji temple — it is said that at this very moment the monk Genkai entered into a state of *nyūjō* (meditative death), and his sacred connection immediately manifested. More than twenty buildings at Tabajima post-station were swept away. To the south, up to the limit of the Gohei River, the villages were reduced to a single flat expanse of water. Komori village was destroyed; Majima village was destroyed. The floodwaters pushed into the Chikuma River, rose at Terao village, and surged toward Matsushiro. However, a tall embankment that had been newly constructed behind the castle some years before held back the waters, and Matsushiro was spared from flooding. From there, the villages along the riverbanks — from Kijimadaira in Takai District to the east of the river, westward through Mizuchi District, all the way to Niigata in Echigo Province, a stretch of approximately sixty-plus ri — suffered water damage, and many elderly fathers and mothers perished.
A Copy of the Proclamation Issued by the Lord of Matsushiro
Following the great earthquake, a great flood disaster ensued. While the extent varied by location, throughout the domain, the catastrophe and sudden deaths resulting from this disaster reached three thousand people, and the number of collapsed houses exceeded ten thousand (continued).
