怪我人夥敷有之何共歎敷次第言語に絶へ候依之当座之
御手充筋之義勿論往々取続之義迄厚く御憐愍可被成下候
難有御趣意之程銘々相弁心得違無之安堵罷在如何様にも相
励み可申候若当座之御手当筋行届兼候村々は可願出村役
人共等閑に罷在難渋人別之内万一離散致ㇱ候様の事有之候
ては無念之事に候難渋人別之者共も村役人等閑にて格別之
難渋にせまり次第申立も不致猥に離散等致し候ては不相済事
に候右体のもの有之ば厳重に咎可申付候重々変災軽き村方又
人別之内冥か之程を存付御 救（スクイ）方へ献上物致し或は融通（ヨウツウ）方
等分心掛合力施行等致し候者も相聞へ奇特至極之事に候
追て褒美可被成下猶又此上は銘々相励み致出情候はゝ一段
之事に候村役人承り届右奇特之者名前訳柄可書上之候
且多之村々に付若御救方に洩候もの有之候ては御趣意には
相洩候間村役人共能々相心得弥深切に取扱小前末々迄不洩様に

怪我人も夥しくあり、何とも嘆かわしい次第で、言語に絶する有様である。これにより、当座の御手当ての件はもちろんのこと、今後長く続く取り続けの件まで、厚く御憐憫くださることと、ありがたいお心積もりを各々しっかりと理解し、心得違いなく安堵して、どのようにも励んでまいるべきである。もし当座の御手当が行き届かない村々は申し出るべきであり、村役人が等閑（なおざり）にしていて、難渋している者のうち万一離散するような事態が生じては、無念なことである。難渋している者たちも、村役人が等閑にしているからといって、格別に難渋に迫られる状況になっても申し立てもせず、みだりに離散などしては相済まぬことである。そのような者があれば、厳重に咎を申し付けるであろう。被害が比較的軽かった村々の者や、
人々の中で、わずかながらも余裕があると心得て、御救い方へ献上物をしたり、あるいは融通（資金や物資の融通）を心掛けて合力・施行などをした者もあると聞いており、奇特（きとく）の極みである。追って褒美を下されるであろう。なおまた、この上は各々励み、情けを尽くすならば、一段と結構なことである。村役人はこれを承り届け、右の奇特な者の名前と事情の詳細を書き上げて提出すべきである。また、多くの村々のことゆえ、もし御救いの方から漏れる者があっては、お上のご趣意に反することとなるので、村役人どもはよくよく心得て、いよいよ深切に取り扱い、小前末々（こまえすえずえ）まで漏れなきよう触れ知らせるべきものである。

The number of injured is enormous, and the situation is truly lamentable, beyond all words. In light of this, it is made known that not only will immediate relief measures be provided, but long-term continued support will also be extended with great compassion. Each person is to understand this benevolent intention with gratitude, harbor no misunderstanding, remain at ease, and strive forward in whatever way they can. Should there be villages where immediate relief measures have not reached, they are to come forward and petition. Should village officials be negligent, and should some among those in hardship happen to scatter and disperse, this would be most regrettable. Likewise, those suffering hardship must not, on account of their village officials' negligence, simply endure even the most dire of circumstances without making their situation known, nor must they scatter about carelessly — such conduct would be inexcusable. Should any person act in such a manner, they shall be severely reprimanded. As for villages that suffered comparatively lighter disaster, and
among the people, those who, recognizing that they possess even a modest degree of means, have made offerings to the relief fund, or who have exerted themselves to share resources, lend assistance, and provide charity — such actions have been heard of and are most admirable. Rewards shall be bestowed upon them in due course. Furthermore, should each person continue to strive and offer compassionate assistance henceforth, it would be all the more praiseworthy. Village officials are to take note of this and submit in writing the names and circumstances of those who have performed such admirable deeds. Moreover, given the large number of villages involved, should there be anyone overlooked by the relief efforts, this would run contrary to the intent of the authorities. Village officials are therefore to be thoroughly mindful of this, handle matters with ever greater care and kindness, and ensure that word reaches every last person, down to the smallest and most humble, without exception.
