怪我人夥敷有之何共歎敷次第言語二絶へ候依之当座之
御手充筋之義勿論往々取続之義迄厚く御憐愍可被成下候
難有御趣意之程銘々相弁心得違無之安堵罷在如何様二も相
励み可申候若当座之御手当筋行届兼候村々は願出村役
人共等閑二罷在難渋人別之内万一離散致ㇱ候様の事有之候
而は無念之事二候難渋人別之者共も村役人等閑二て格別之
難渋二せまり次第申立も不致猥二離散等致し候ては不相済事
二候右体のもの有之ば厳重二咎可申付候重々変災軽き村方又
人別之内災か之程を存付御 救（スクイ）方へ献上物致し或は融通（ヨウツウ）方
等分心掛合力施行等致し候者も相聞へ奇特至極之事二候

現代語訳
怪我人も夥しくあり、何とも嘆かわしい次第で言葉に絶えるほどである。これにより、当座のお手当の件はもちろんのこと、将来にわたっての取り続きの件まで、厚くご憐憫くださるとのこと、ありがたいご趣意の程をそれぞれが十分に理解し、心得違いのないよう安堵して、いかようにも励んでまいります。
もし当座のお手当が行き届かない村々は申し出るように。村役人が等閑（なおざり）にしていて、難渋な人々の中に万一離散するような者が出た場合には、残念なことである。難渋な人々も、村役人が等閑にしているとして、格別の難渋に迫られても申し立てもせず、みだりに離散などしては済まないことである。
そのような者があれば厳重に咎めるであろう。重々変災の軽かった村方、また人々の中で、被災の程度を考慮して、お救い方へ献上物をしたり、あるいは融通の方法を心掛け、合力・施行などをした者もいると聞き及んでおり、奇特の至りである。
追って褒美を下さるであろう。なお、この上はそれぞれが励み、出情（情けを尽くすこと）致せば、一段のことである。村役人は承り届け、右の奇特な者の名前・訳柄（理由・詳細）を書き上げるように。
また、多くの村々であるから、もしお救い方に漏れた者がある場合には、ご趣意に外れることになる。村役人共はよくよく心得て、いよいよ親切に取り扱い、小前末々（一般庶民の末端）まで漏れのないよう触れ知らせるべきものである。

There are a great many injured persons, and the situation is so lamentable as to be beyond words. In light of this, each person should fully understand and take to heart the gracious intent behind the domain's benevolent measures—not only the immediate relief provisions but also the arrangements for continued support going forward—and rest assured, with no misunderstandings, doing their utmost to persevere.
Should there be villages where the immediate relief measures do not reach sufficiently, they are to submit requests. If village officials act negligently and any among those in hardship should happen to abandon their villages and scatter, this would be most regrettable. Those in hardship must also not, on the pretext that their village officials are neglectful, remain silent even when driven to extreme distress, and then rashly scatter and disperse—such conduct would be inexcusable.
Should anyone behave in such a manner, they shall be severely reprimanded. As for villages and individuals who suffered comparatively lighter damage from the disaster, those who have made offerings to the relief effort, or who have made efforts to provide financial support, mutual aid, and charitable assistance, have been heard of, and this is a matter of the greatest commendation.
Rewards shall be bestowed upon them in due course. Furthermore, if from this point forward each person exerts themselves and shows compassion toward others, that would be all the more admirable. Village officials are to take note and submit in writing the names and particulars of such commendable persons.
Moreover, given the large number of villages, should there be anyone who has been overlooked by the relief measures, this would run contrary to the domain's intentions. Village officials are to be thoroughly mindful of this, handle matters with ever greater care and kindness, and ensure that the notice reaches even the most ordinary people at the very bottom of society without exception.
