御届申上候通昨日西御役所ニおゐて此節御所司代闕ニ付警
固無之旨被申夫ニ付昨夜ゟ到只今方段々相願東西御役所
御掛合有之候処何分警固之儀は関東へ窺有之御下知未無之内
故難被出旨ニ決定之段被申甚致当惑候勿論正遷宮之度々
警固無之例も無之候へは此上何卒宜敷御取計被下御附成共
御下知も可被下哉何分警固有之候様願及候旨申入候処則被申上
追付出逢被申候は口状ニ而は如何ニ候間書付可上之段被仰渡候
ニ付季栄申候は書付候儀は格別之事故例之通言上書ニ
可仕候左様ニ而は私一人名前ニては如何哉与大膳迄申処又被申上
左候はゝ両名ニ而得与相調書付早々可差上之段尤書付差出シ
次第御参内可被成との事也仍早々帰郷掛りへ申入書付出来持

本宮正遷宮之節は先格ニ而所司代ゟ警固被差出候ニ付此度之
儀も如前々御役人中相願候所昨夜西御役所ニ而此節所司代
闕ニ付警固は差出無之旨被申渡候依之再従社中大切之
正遷宮故何卒何れ之役人中ニ而も警固有之候様仕度段々
月番東役所へ以書付相願候所御取調有之候へ共全体所司代
警固之儀は関東へ被相窺未御下知無之故可被成様無之
旨ニ而願書被差返候前々ゟ正遷宮之節 勅使已下御参向
之御儀固メ無之候而は執行仕候例も無御座一社一同歎敷
恐入奉存候武辺之儀は右之次第ニ御座候へは従社中は願出様も
無御座候御敬神之御儀ニ御座候へは此上は格別之御沙汰を以

現代語訳
御届け申し上げた通り、昨日西御役所において、この度御所司代が欠員のため警固がない旨を申され、それにつき昨夜から只今まで方々段々と相願い、東西御役所で御掛け合いがあったところ、何分警固の儀は関東(幕府)へ窺いがあり、御下知がまだない内は難しく出せない旨に決定した段を申され、甚だ当惑致しております。勿論正遷宮の度々において警固がない例もございませんので、この上は何卒よろしく御取り計らい下され、御附けなりとも御下知も下されるでしょうか。何分警固があるよう願い及んだ旨を申し入れたところ、則ち申し上げ、追って出逢い申されたのは、口上にては如何でしょうか間、書付を上げるべき段を仰せ渡され候につき、季栄が申したのは、書付候儀は格別のことゆえ例の通り言上書に致すべく候。そのようでは私一人の名前にては如何かと大膳まで申したところ、また申し上げ、左候ばば両名にてよくよく相調え、書付を早々差し上げるべき段、もっとも書付を差し出し次第御参内成されるとのことである。仍って早々帰郷し掛りへ申し入れ、書付出来て持参したのは左の如くである。

英語訳
As reported, yesterday at the Western Office, it was stated that there would be no security due to the vacancy of the Shoshidai position. Regarding this matter, from last night until now, various requests have been made and consultations held between the Eastern and Western offices. However, it was decided that security matters require inquiry to the East (the shogunate), and since no directive has yet been received, it would be difficult to provide. This has caused great confusion. Certainly, there has never been a precedent for formal relocation ceremonies proceeding without security, so we earnestly request that proper arrangements be made and directives issued, even if it means providing some form of escort. When we conveyed our desire for security to be provided, it was reported, and later when we met, it was said that oral communication would not suffice, and a written petition should be submitted. Suenaga stated that since submitting a written document was a special matter, it should be done as a formal written report as usual. When he mentioned to Daizen that it might be inappropriate for him alone to sign, it was further reported that both names should be used to carefully prepare and promptly submit the document. It was also stated that imperial audience would be granted once the document was submitted. Therefore, he quickly returned home, consulted with the responsible parties, and brought the completed document as follows:

Regarding formal relocation ceremonies of the main shrine, according to precedent, security has been provided by the Shoshidai, so for this occasion as well, we requested the same from the officials as before. However, last night at the Western Office, we were informed that due to the Shoshidai vacancy, no security would be provided. Consequently, the shrine community again requested that security be provided by whichever officials possible, since this is an important formal relocation ceremony. We submitted written petitions repeatedly to the monthly duty Eastern Office, and although investigations were conducted, we were told that since Shoshidai security matters require consultation with the East and no directive has been received, nothing can be done, and our petitions were returned. From ancient times, there has never been a precedent for conducting formal relocation ceremonies without security when imperial messengers and others participate. The entire shrine community finds this lamentable and deeply concerning. Since military affairs are as described above, the shrine community has no other recourse for appeals. Since this concerns reverence for the divine, we humbly request that special consideration be given and appropriate measures be taken. The entire shrine community respectfully petitions for this.
