通し候事
東照宮より以来代々の国恩ニより候所を存し候
はんには金銀の価もさのミハ賎します諸物の
価もさのミ貴はすして今日の難儀ニも及は
しむへからすしかれ共財を重んし利を争ひ
候事ハ工商の類の習ひニ候うへはあなかちに
咎むへからす 只偏に其余公私貴賤の煩と成
候事今更是非を論するに及へからすすへて
此等之事共年久しく知召され候御事に候を以て
御代の初より常に御心に懸けられ候所ハ金銀
の品本のことくに諸物の價も平かにいかにも
して天下の煩を除るへき御本意に候得共
凡ハ物一たひやふれ候後もとの如くになし
返し難き事ハ定まれることはりにて中に
も今日金銀の品を本のことくになし返
され候事尤以て難き事に候 若然るへきい
われもなく今の金銀を以て本の如くに
なし返され候はんには天下に通用し来り候

流通させることを、東照宮以来代々の国恩によるところを理解している者であれば、金銀の価値もそれほど安くはならず、諸物の価格もそれほど高くはならずに、今日の困窮にも至らなかったであろう。しかしながら、財を重んじ利益を争うことは工商の類の習いであるので、むやみに咎めるべきではない。ただひとえに、その余りが公私・貴賤の煩いとなることについて、今更是非を論じるに及ばない。すべてこれらのことは長年お知りになられていることであるので、
御代の初めより常にお心にかけられているところは、金銀の品質を元のようにし、諸物の価格も平穏にして、何とかして天下の煩いを除こうとの御本意であるが、およそ物事は一度破れた後、元のようになし返すことは困難であることは定まった道理であって、中でも今日、金銀の品質を元のようになし返されることは最も困難なことである。もしそうするべき良い方策もなく、今の金銀をもって元のようになし返されるとすれば、天下に通用してきた
