金銀ハ俄に其数の事を減し天下の人各者
家財の半を失ひ又工商の類の利を謀り心ハ
本の如くに候はゝ諸物の価は其半を減して
商売し候事も有へからす 然らは金銀の類ハ
今迄の事を減諸物の價貴く候事ハ今迄の
如くに候はんには公私貴賤之難義只今よりハ
猶甚しきに至り大候へき哉此等之儀によりて
卒爾の御沙汰にも及ひ難候内に新金之事
或は火にあひ候ては流れうせ或ハ物にふれ候
ては折損し其宝を失ひ候輩有之由
聞召及はれやむ事を得られす 先其品を
本の如くに改造るへき由被仰出候 其形の少し
く候事ハ不可然候得とも金銀の法本の如く
になし返され候にては天下に通用し候金
の数其半を減すへき事尤以て不可然事
に有之候故に候ひき 然るに又新銀の値次
第に其品下り候而去年の冬に到りて銀
に通用し候国々貴賤の難義に及ひ候由
現代語訳
金銀は急にその量を減らし、天下の人々はそれぞれ家財の半分を失い、また工商の類が利益を図る心が元のままであれば、諸物の価格はその半分を減らして商売することもできないであろう。そうであれば、金銀の類は今までの量を減らし、諸物の価格が高いことは今までのままであれば、公私・貴賤の難儀は今よりもなお甚だしいものに至るであろう。これらの事柄により、軽率な御沙汰にも及び難い中で、新金のことについて、あるいは火災に遭えば流れ失せ、あるいは物に触れれば
折れ損じて、その宝を失う者たちがいるということを聞き及ばれ、やむを得ず、まずその品質を元のように改造するべき旨を仰せ出された。その形が少し劣ることは好ましくないけれども、金銀の法を元のようになし返されることによって天下に通用する金の量がその半分を減らすべきことは、最も好ましくないことであるからである。しかるにまた、新銀の価値が次第にその品質が下がり、去年の冬に至って、銀に通用する国々で貴賤の難儀に及んだということである。

the gold and silver would suddenly decrease in quantity, and people throughout the realm would each lose half their household wealth. Moreover, if merchants and artisans maintained their profit-seeking mindset as before, they would be unable to conduct business with prices of goods reduced by half. In such a case, if the quantity of gold and silver were reduced from current levels while prices of goods remained as high as before, the hardships of public and private sectors, high and low classes alike, would become even more severe than at present. Due to these circumstances, while it is difficult to make hasty official decisions, regarding the matter of new gold—some is lost when it flows away in fires, or some breaks and is damaged when it comes into contact with objects,
causing people to lose their treasures—upon hearing of such cases, it became unavoidable to first decree that the quality should be reformed to its original state. Although having a somewhat inferior form is undesirable, it is because reducing the quantity of gold circulating throughout the realm by half through restoring the gold and silver standards to their original state would be most undesirable. However, as the value of new silver gradually declined in quality, by last winter it had reached the point where both high and low classes in the provinces using silver for circulation were experiencing hardships.
