...since there are no established precedents or standards (*hyōjun*) applicable to such a remote posting, the duties and responsibilities of each officer are to be investigated in detail. In addition, the regulations for the battery positions (*daiba*) and watch-posts (*mihari-bansho*), the rules for the garrison headquarters (*jin'ya*), gate regulations (*o-mon-sei*), and the procedural documents for maritime reconnaissance (*kaitanshi*) are all to be investigated and compiled.
Regarding the administrative officers' (*chikan*) conduct of official duties, an *o-yōyaku* (administrative affairs officer) was appointed to the Kannonzaki administrative office (*kaisho*). While it was necessary to assign various officers—including a *kōri-bugyō* (district magistrate), an *o-daikan* (local administrator), and their attached staff (*tetsuke*), as well as officers for investigation (*sensakukata*), public works (*o-fushinkata*), accounts (*o-kanjōkata*), and armaments (*buguykata*)—along with their respective subordinate organizations, arrangements were made to have these roles fulfilled through combined appointments and concurrent duties (*gōyaku kenmū*), so as to avoid increasing the overall number of personnel.
In all, the conduct of every manner of affairs (*bankī*) on the Sagami (*Sōshū*) front will take on the outward form and substance of proper governance; and apart from merely differing in scale, there is in fact no aspect of Aizu's administrative structure that is not replicated here in its entirety—so much so that it might well be described as a "Little Aizu" (*ko-Aizu*). Moreover—though there is no precedent for such a thing within Aizu itself—the domain's territorial holdings are extensively intermingled with *kōryō* (Shogunal directly-administered lands) and *kyūchi* (retainer-enfeoffed lands); the territory borders the Tōkaidō highway; there are also numerous temples and shrines within the domain whose revenues are drawn from rice (*o-kome-inchi*); and the various matters pertaining to the coastline are so numerous as to defy individual enumeration. Since many of these are unfamiliar new matters, and since there will inevitably be considerable dealings with the Shogunate (*Kōgi*) and other domains—dealings which must not be allowed to damage relations with our house—the manner in which these matters are initially approached (*saisho no te no kudashiyō*) is of the utmost importance. Accordingly, inquiries and consultations (*shōkyū*) are to be conducted with all relevant parties, using the precedents established through successive generations (*o-daidai*) as a foundation, while gradually deliberating and refining approaches suited to local customs and conditions (*tochi no fūshū*). Once the formal handover of the territory (*jisho no o-hikiwatashi*) is completed, officers will proceed to the posting, and both the defense officers (*o-sonaekata*) and administrative officers (*chikankata*) will be ready to begin their respective duties in a coordinated fashion—all awaiting the formal handover...
