俗教化取締方手を下し御年貢取立方先ツ
当年ハ先領仕来之通ニ而御取箇相極候処御領
分一様ニ無之候而差支候儀者明年より可被相改
旨前廉ゟ申渡得と為呑込候上致収納候様
取計之其大立候廉々ハ明年ゟ先領取米永を
以七年之間定免ニいたし定免不受村々者
検見取申付実免中三分以上之損毛ニ無之候
而者不作引方不申付収納米本石三斗五升へ
延米三升口米弐升ツヽ四斗俵ニいたし外ニ
押目山盛壱升ツヽ入可申口永ハ本永壱貫
文ニ付口永三拾文ツヽ大豆納ハ御陣屋渡入用
高を積り惣高割ニいたし代米之義幷御陣屋
召仕之者共ハ相対ヲ以召拘#1候故足給金夫丸
與内者地下江割符いたし御年貢米豆御
家中払手形ニ継合候義等会津之趣ニ相
定此外細々之儀一様ニ無之候而不相成義者会
津之御法江土地仕来之内可然趣法取組施行
いたし役々手を揃厚致世話候ニ付民情感
服致御仁政ニ懐キ難有安堵いたし農商
諸産業共ニ出精いたし諸納物等期ニ先立

風俗教化・取締方に手を下し、御年貢取立方については、まず当年は先領(前領主)の仕来りの通りに取箇(とりか)を相極めた。ただし、御領分一様でなく差し支えある儀は、明年より改められるべき旨を前廉(まえかど)より申し渡し、よく呑み込ませた上で収納致すよう取り計らった。
その大立(おおだて)の廉々(かどかど)は以下の通りである。明年より先領取米・永(ながせに)をもって七年の間定免(じょうめん)とし、定免を受けない村々は検見取(けみとり)を申し付ける。実免中、三分以上の損毛がない場合は不作引きを申し付けない。収納米は本石三斗五升へ延米三升・口米二升ずつ四斗俵とし、その外に押目山盛り一升ずつ入れるべし。口永(くちえい)は本永一貫文につき口永三十文ずつ。大豆納は御陣屋渡し入用高を積もり、惣高割とし、代米の義、並びに御陣屋召し仕いの者共は相対(あいたい)をもって召し拘えた故、足給金・夫丸(ぶまる)与内者(よないのもの)は地下(じげ)へ割符(わりふ)いたし、御年貢米・豆は御家中払手形に継ぎ合わせる義等、会津の趣に相定めた。

[The administration] turned its hand to the reform of local customs and morals (*fūzoku kyōka*), as well as to the control of wrongdoing. Regarding the collection of annual tribute (*nengu*), for the current year, the assessment rates (*torika*) were fixed in accordance with the customs of the previous domain lord's administration. However, [it was declared that] matters which could not be uniformly applied across the domain and which caused difficulties would be revised from the following year onward. This was communicated to [the people] in advance and thoroughly explained so that they fully understood, before collection was carried out.
The principal provisions (*ōdate no kado-gado*) were as follows: From the following year, a fixed-rate tax system (*jōmen*) would be established for seven years, based on the rice and monetary tax rates (*torimai* and *nagasen*) of the former domain lord's administration. Villages that did not accept the fixed-rate system would be subject to field inspection assessment (*kemi-dori*). Where actual losses did not reach three-tenths or more during the assessed period, no deduction for poor harvest (*fusaku-hiki*) would be granted. Collected rice (*shūnōmai*) was to be bagged in four-*to* bales (*shito-dawara*), consisting of: a base measure (*hondoku*) of three *to* and five *shō*, plus three *shō* of supplementary rice (*nobémai*) and two *shō* of levy rice (*kuchimai*), with an additional heaping measure (*oshime yamazumi*) of one *shō* per bale. For monetary levies (*kuchi-ei*), thirty *mon* per one-*kanmon* of base levy (*hon-ei*) was charged. Soybean tributes (*daizu-nō*) were calculated by tallying the expenses required for delivery to the domain office (*go-jinya*) and apportioned proportionally across the total assessed yield (*sōdaka-wari*). Regarding the commutation to rice, since the staff employed at the domain office were hired through private contract (*aitai*), supplementary stipend payments (*ashikyūkin*) and the apportionment of corvée laborers (*bumaru*) and their associates to local villages (*jige*) were carried out, and [the procedures for] combining the annual rice and soybean tribute payments with domain retainer disbursement vouchers (*go-kachū harai-tegata*), and other such matters, were all settled in accordance with Aizu domain's practices.
Beyond these provisions, where miscellaneous matters were not uniform across [the new territories] and could not remain as they were, appropriate methods drawn from Aizu's regulations were combined with local customs and duly implemented. With domain officials working together and devoting great care to administration, the sentiments of the people (*minsei*) were moved and they submitted [to the new governance], embracing the benevolent administration (*jinsei*) [of the new lord] with gratitude and settling into a state of relief. Farmers, merchants, and those engaged in various industries all applied themselves with diligence, and all manner of tax payments and deliveries were made ahead of schedule...
