エトロフ島に襲来し、あれこれと狼藉を働いた。幕府をはじめ、南部・津軽両藩の勤番人数が甚だ不十分で、次第に統制が取れなくなり、その間に死傷者も出た。また樺太のルウタカにも乱暴を働き、リイシリ沖において津軽・松前両藩から派遣された兵器船と出会い、乗組みの人数を追い払い、大砲その他の兵器、糧米等を奪取した。同地から去年捕虜にした日本人たちを返し、通商の願いが叶わなければ、この上さらに乱暴に及ぶ旨を申し越してきた趣も聞こえてきた。いずれにしても外国からの侵入に対する手当てを怠ることはできない事態である。特に当年夏、土井大炊頭殿から、隣国等の海辺に異国船が現れた際の助力について申し入れがあり、心構えをしておくよう御沙汰があった。差し当たり会津に最も近い越後国内では、高田・長岡・新発田・村上等の他に大きな藩もなく、佐渡国の手当ても兼ねなければならない国柄であるため、不意の御手配もあり得ることである。機密に海岸の地理、攻守の得失をはじめ、すべての事柄について詳細に吟味するよう申し聞かされた。この度の御人数の心構えも緩めることはないので、表向きは領内湯治の願いを申し立て、片峯保助・横山数馬が一緒になって三人で僕一人を連れ、佐渡村の検断石井次郎右衛門に案内をさせて

[The Russians] attacked Etorofu Island and committed various acts of violence and disorder. The number of duty personnel from the Shogunate, as well as from the Nambu and Tsugaru domains, was extremely inadequate, and gradually they lost control of the situation, resulting in casualties. They also caused disturbances at Ruutaka in Karafuto (Sakhalin), and encountered weapons ships dispatched by the Tsugaru and Matsumae domains off Riishiri, driving away the crew members and seizing cannons, other weapons, provisions, and rice. They also returned Japanese people they had captured the previous year from the same location, and it was heard that they declared they would commit further violence if their request for trade was not granted. In any case, this was a situation where preparations against foreign invasion could not be neglected.
