(Continued from previous text)…Having conducted repeated personal inspections and accumulated thorough assessments, and being, as one might say, a man of great experience and expertise in all matters, with a wide range of approaches to official procedures, and given that there had also been an arrangement whereby [Lord Etchu-no-kami] had been asked to advise on matters of domain governance during the minority of [Lord Matsudaira Katahiro]—notwithstanding all of this, the matter at hand was not a temporary undertaking but a permanent commitment, and particularly in regard to the conduct befitting a military house (buke), there was absolutely no reason to show false modesty or to decline. Therefore, the parties came to a thorough arrangement after fully investigating the assessment of the situation.
In connection with this, the parties repeatedly visited the residence at Hatchōbori, engaged in consultations with the senior officials there, and, with persons in charge being dispatched from that side as well, after detailed mutual consultations and examination, the assessment was compiled and submitted as follows: The gun battery emplacements (daiba) at Kannonsaki, Hyakushu, Susunosaki, and Jōgashima are all locations of vital strategic importance, and should be positioned as per the initial assessment. Regarding the lighthouse station (tōmyōdō), as the terrain is low-lying and therefore unsuitable, it would be appropriate to relocate it to either Hiraneyama or within the area of Haranodai in Kamoigōson village. Regarding the garrison quarters (jinya), the site selection should be formally requested at the time the respective patrol areas are determined. As the vicinity of the gun battery emplacements and temporary lodging quarters falls within other lords' domains, and as having only the building plots transferred would likely cause difficulties in organizing the defensive arrangements, a request was submitted on the ninth day of the sixth month to Lord Shimotsuke-no-kami, asking that the surrounding areas be transferred as part of the domain's jurisdiction.
