   此ニ見替可申場所無之右場所ニ々御渡ニ相成    候ハヽ夫々取建被 仰付可然且異国船之儀何レ之    海岸江附寄候も難計候間海岸附之村々ハ    勿論近村共ニ火急ニ人夫召仕候為兼而相図    を定置早速翔着其用ニ当候様手配不致    置候而者不相成候処海辺之村々多分猟    師或者船方之者共ニ而平日漁猟ニ罷出或者    為経営他邦江罷越居候者不少着時之用ニ    立兼可申候間海岸附之村々ハ勿論相図    相聞候程之近村共ニ領分ニ御渡不被下候而ハ    臨時之急用差支申候間飛々等ニ無之三    浦郡者勿論鎌倉郡迚も何卒一纏ニ御渡ニ    相成候様仕度西浦賀三崎町ともニ居小屋    敷地計御渡被下近辺御料ニ相成居候而ハ火    急之節御番所御用も有之人数召仕方別而    差支可申候間此等之次第厚御勘弁ヲ以右    場所之内をも領分ニ御渡被下候様致度旨被    仰立可然旨ともニ遂一申上之於巡見先も先達    而之形を以右之次第程能く専八江申聞候前    条見込申上候趣を以九月廿一日御進達ニ相成候

現代語訳

これに見替えるべき場所はなく、右の場所をそれぞれ御渡し(領地として下付)になれば、それぞれに取り建てを仰せ付けられるのが然るべきである。また、異国船がいずれの海岸へ近づいてくるか計り知れないため、海岸沿いの村々はもちろん、近村ともに火急の際に人夫を召し使うため、かねてより合図を定め置き、速やかに翔け着いてその用に当たることができるよう、手配をしておかなければならない。しかしながら、海辺の村々の者の多くは猟師、あるいは船方(船乗り)の者どもであって、平日は漁猟に出かけ、あるいは生計のために他の国へ出かけている者も少なくなく、(緊急の)着時の用に立ち難い事情がある。したがって、海岸沿いの村々はもちろん、合図が届く程の近村ともに領分として御渡し下さらなければ、臨時の急用に差し支えが生じる。三浦郡は飛び地等ではなく、まとまった土地であるから、もちろんのこと、鎌倉郡といえども、何とか一まとめに御渡し下さるようにお願いしたい。西浦賀・三崎町ともに居小屋の敷地のみ御渡し下さり、近辺が御料(幕府直轄地)のままであっては、火急の節に御番所の御用もあり、人数を召し使う方法が特に差し支えるであろうから、これらの次第について十分に御勘弁(ご配慮)をもって、右の場所のうちをも領分として御渡し下さるようにしたい旨を申し立てるのが然るべきである、という内容ともに逐一申し上げ、巡見の先においても、以前の様子をもって右の次第を程よく専八へ申し聞かせた。前条に申し上げた見込みの趣をもって、九月二十一日に御進達(上申)がなされた。

There being no other location that could serve as a substitute, it would be appropriate to have each of these locations transferred (as domain territory) and to order the construction of the respective facilities accordingly. Furthermore, since it is impossible to predict which stretch of coastline a foreign vessel might approach, preparations must be made — not only for the coastal villages but also for nearby villages — so that laborers can be mobilized in an emergency, with signals established in advance so that people can rush to their posts and fulfill their duties without delay. However, the majority of the people in the coastal villages are fishermen or seafarers, who spend their ordinary days out fishing, or who have gone to other provinces for their livelihoods; there are not a few such persons, making it difficult to count on them being available at the critical moment. Accordingly, unless not only the coastal villages but also the nearby villages within earshot of the signal are transferred as domain territory, there will be impediments in urgent and unforeseen situations. As Miura District is not divided into scattered enclaves but forms contiguous land, it goes without saying; and even with regard to Kamakura District, we earnestly wish that it be transferred as a single, consolidated block. If only the residential plot of the guard post is transferred for both Nishi-Uraga and Misaki-machi, and the surrounding areas remain as御料 (Tenryō — direct Tokugawa shogunate territory), then in times of emergency, given that there are also duties at the guardhouse, the matter of mobilizing personnel would be particularly problematic. It is therefore appropriate to submit a petition requesting that, with due and generous consideration of these circumstances, the aforementioned areas also be transferred as domain territory. These points were all reported in detail one by one, and even at the inspection tour (junken) destination, the same matters were explained to Sen'hachi in an appropriate manner, following the form established previously. Based on the views set forth in the preceding articles, the formal recommendation (shintatsu) was submitted on the twenty-first day of the ninth month.
