一、会計局へ三人が出向いたところ、以下の品々を渡された。
引換所心得書
当国一般に大札が多く小札並びに
銭が払底しているため取引に差し支え、
困窮している様子が聞こえてきたため、今度
当国の藩と相談し、当分の間
融通のため信州一国通用の
銭札を製造し、十月朔日から
発行することになったので、そなたたちに
引替所を申し付ける。ついては当局
において銭札と引き換える正札を
渡しておくので、いつでも引き替えに来ても
差し支えなく引き替えるように。もっとも
百文につき一文ずつの割合で
引替手数料を差し出すよう村々へ
申し渡しておいたので、引き換える際には
受け取ること。

一、今度製造する銭札については
全国流通させることに
なったため、他の支配地の極印の銭札が
流入してきても差し支えなく
通用させるよう触れ出しておいたので、ついては
極印鑑一枚を渡しておくので
照合して他の支配地の極印の銭札を
持参して引き替えに差し出しても

In this domain in general, there are many large denomination bills but small bills and
copper coins have run short, causing difficulties in transactions
and hardship as has been reported. Therefore, this time
after consultation with the domain government of this province, temporarily
for the sake of facilitating transactions, paper money for use throughout Shinshū
has been manufactured and will be issued from the 1st of October.
Accordingly, you are appointed to operate exchange offices. In this regard, the proper bills
to be exchanged for the paper money have been provided
by this bureau, so whenever people come for exchange,
exchange them without hindrance. However,
at the rate of one mon per hundred mon,
an exchange fee should be collected, as has been
announced to the villages. When making exchanges,
this fee should be received.
