聊之事にても民治方小吏にて承り
取扱呼出理解等にて数日目当も
付不申手縺に相成事済難相成
類且不審筋にて被召捕吟味之上
委細申聞と申箇条幷呼出に相成
理解強情又は早速承伏無之
とて取扱人被申付或手鎖宿
預ケ申付有之候向も有之近頃
先事済願下相運候向未タ
理解中之者予メ致承知度依
聞取は麁立可申歟左に非ス
知事公にも御東行中之儀殊に
民治は藩治之基にて心配之余り
旧臘御改正万機旧貫に因り候儀に
無之藩庁掲示之規則に相顕
候之通に候未タ営繕不相成候得共
即今之処右に照準致度都て
上下気脈相通候様希望之
事に候尤少属其他迄も為

些細なことであっても民政担当の下級役人が承って取り扱い、呼び出しや説得などで数日を要し、見通しも立たず、もつれて事が済まなくなることが多い。また、不審な筋で召し捕られ、吟味の上で詳細を申し聞かせるという条項、並びに呼び出しに応じて説得を受けても頑固で、あるいは早速に承服しないということで取扱人が申し付けられたり、手錠をかけて宿に預けることを申し付けられる場合もある。近頃、まず事済み願いが下されて運ばれる者で、まだ説得中の者は予め承知しておきたいと思うが、聞き取りによると粗雑になるのではないか、そうではない。知事殿も御上京中のことであり、特に民政は藩政の基礎であって心配のあまり、昨年末に御改正があったが、万事旧来の慣習によるのではなく、藩庁掲示の規則に表れている通りである。まだ整備は完成していないが、当面のところ右に準拠したい。すべて上下の気脈が相通じるよう希望することである。もちろん少属その他に至るまで

Even in trivial matters, when handled by junior officials in charge of civil administration, with summons and consultations taking several days, no clear prospects emerge, matters become tangled and difficult to resolve. Moreover, regarding provisions for those arrested on suspicious grounds and given detailed explanations after investigation, as well as those summoned for consultation who remain stubborn or do not readily comply, mediators may be appointed, or they may be shackled and placed under custody at lodgings. Recently, for those who have first had their settlement petitions approved and processed, those still under consultation should be informed in advance. However, according to what I have heard, this might become careless handling - this is not the case. His Excellency the Governor is also currently in the capital, and since civil administration is particularly the foundation of domain governance, out of great concern, reforms were implemented last December. However, all matters do not follow old customs, but rather conform to the regulations displayed by the domain office. Though the system is not yet fully established, for now we wish to adhere to these standards. The hope is that communication between superiors and subordinates will flow smoothly in all matters. Of course, this extends to junior clerks and others as well.
