郡における第二の被害地となった。十三浜の中で最も惨状を極めたのは相川で、ここは戸数41戸のうち29戸が流失し、死亡者50人を出し、付属家屋と共に167棟を荒廃に帰させた。その中で一家すべてが死亡して絶家となったもの5軒、一家がほとんど滅びてただ一人残った家7軒、その外家族の3分の2以上を失ったものは数え上げることができないほどである。これらの人々はただうろうろとして死人の行方を追憶するのみで、何事も手につかず、十三浜全体の村役場出張所がこの地において応急救助に尽力するも、なにしろこの地方は交通の不便が最も甚だしい所で、隣村から隣村へ行くのに必ず一つの天険を越えなければならない。海岸を巡れば断崖絶壁が塞ぎ、沿岸を回れば奇礁が乱立して船の便がなく、一個の村落はほとんど一個の別世界をなして交通の便が全く絶たれ、わずかに郡役所・警察署の手によって炊き出しをし、無災地方より人夫を招集・動員してわずかに災後の取り片付けをするも、それすら被災の方面が広いために一村落にのみ十分な施行をすることができず、一軒の家を取り片付けるのに数十人の夫役を要する所へわずかに2人3人の夫役をもってするのみなので、仕事は上がらず惨状は依然として修理の運びに至らず、倒壊した家屋を発掘するにつれて死体が一つ二つ現れ出し、埋葬の手当てもできずして臭い死骸が空しくぼろに覆われて板囲いの中に放棄されるのみ。凄まじく惨たる光景は何とも例えようがなく、全く地獄の図を見るようである。

親を亡くし子を亡くし妻に別れ夫に別れたが、離別の当時はひたすら驚き慌てふためき狼狽し周章して、何が何やら人のこととも我がこととも区別がつかず夢のようなことに思えたが、覚めて見れば家は失せ人は亡くなり、心は茫然として更に身の現世にあることを忘れるに至り、あまりのことに涙も出ず怒りも沸かず、とかくするうちに荒廃した家を掘ってみれば、面と向かって我が親の死骸であり子の伏した屍であり愛妻の変わり果てた姿であり愛児の無残な死に様である。どうして見るに堪えようか。ここに至って初めて真の悲しみが来て、寄り添ってただ泣くのみ。死骸にすがったまま飯も食わず弔いもせず、板囲いの内に憐れむべき仮の葬儀を残して、行く人をしてひとしお悲傷の感を増させるのみ。人はこれらの不幸者を一々訪うのは限りないことで実際また出来ることではないが、被害地に臨み折々はからずもこれらの不幸者と眼前に見るたびに、憐れみの情を禁ずることができず、一片二片の銀貨を投じてその情を慰めようとするも、かえって彼らの悲傷を増すのみ、併せて己の情も傷つけるのみであった。

Among the thirteen coastal villages (Jūsanhama), Aikawa suffered the most devastating damage, where 29 out of 41 households were swept away, resulting in 50 deaths, and 167 buildings including subsidiary structures were reduced to ruins. Among these, 5 families were completely wiped out with no survivors, 7 families were nearly destroyed with only one person remaining, and countless others lost more than two-thirds of their family members. These survivors could only wander about aimlessly, reminiscing about their deceased relatives, unable to focus on anything. Although the village office branch worked tirelessly on emergency relief efforts throughout the thirteen coastal villages, this region suffered from extremely poor transportation access. To travel from one neighboring village to another, one had to cross treacherous mountain terrain. The coastline was blocked by steep cliffs and precipices, while the shore was obstructed by jagged reefs making boat travel impossible. Each village formed virtually a separate world, completely cut off from transportation. Only through the efforts of the county office and police station could relief kitchens be established, and workers were recruited from unaffected areas to barely manage post-disaster cleanup. However, due to the widespread nature of the disaster, adequate measures could not be implemented for individual villages alone. Where dozens of workers were needed to clean up a single house, only two or three workers could be provided. Consequently, work progressed poorly, the devastation remained unrepaired, and as collapsed houses were excavated, corpses emerged one by one. With no means to arrange proper burials, the stinking bodies were merely covered with rags and abandoned within board enclosures. The ghastly and tragic scene was indescribable, truly resembling a vision of hell.

●The Sorrow of Discovering Corpses
Those who lost parents, children, wives, and husbands were initially so shocked, panicked, bewildered, and confused during the moment of separation that they could not distinguish between others' affairs and their own, feeling as if it were all a dream. But when they awoke to reality, their homes were gone and their loved ones were dead. Their hearts became vacant, and they forgot they were still alive in this world. The situation was so overwhelming that tears would not come nor anger arise. Eventually, when they dug through the ruins of their destroyed homes, they came face to face with the corpses of their own parents, the bodies of their children, the transformed remains of beloved wives, and the pitiful death forms of cherished children. How could anyone bear to witness such sights? Only then did true grief finally come, and they could only cling to the bodies and weep. Clinging to the corpses, they neither ate nor held proper funeral rites, leaving pitiful makeshift funeral arrangements within board enclosures that only increased the sense of sorrow for all who passed by. It was beyond human capacity to visit each of these unfortunate individuals, nor was it practically possible, but whenever one encountered these unfortunate souls while visiting the disaster areas, one could not suppress feelings of compassion. Though attempts were made to comfort them by offering silver coins, this only seemed to increase their sorrow and wound one's own emotions as well.
