前述の三人（長五郎、市兵衛、勘左衛門）が開発して田作りをしていたところ、またしてもその後に洪水で流失してしまったため、伊那村の長五郎・市兵衛から居村の兵右衛門・午之丞に再度譲渡し、彼らが引き受けて田作りをしております。そのような状況において、坂井吉兵衛は度重なる困窮に陥り、農業を続けることが困難になったため、質入れしてある土地を元金で買い戻して田作りをすることができれば、生活を立て直す基盤になると考え、数年にわたって無心（金銭の援助を求めること）をしましたが、どうしても聞き入れてもらえずに年月を過ごしておりました。
ところが、去る巳年の洪水の際に再び流失し、文政四年巳年に伊那村の長五郎・市兵衛・居村の勘左衛門に譲渡した当時の状態に戻ってしまったため、誠意をもって元金で返してもらえるよう度々無心しましたが、聞き入れてもらえず、坂井吉兵衛は困窮に陥って苦しい状況にあります。恐れながらも御慈悲をもって、現在の持ち主である兵右衛門・勘左衛門・午之丞の三人に御理解いただき、吉兵衛が農業を継続し、百姓として永続できるよう嘆願申し上げる次第です。
一方、居村の勘左衛門・兵右衛門・午之丞の申し分は次の通りです。伊那村の長五郎・同村市兵衛から譲り受けた河原の土地について、文政五年午年に右の土地を三つに分割してその二つ分、並びに柿の木畑・木立山を加えて

The aforementioned three persons (Chōgorō, Ichibei, and Kanzaemon) had developed and cultivated the land, but it was again washed away by floods thereafter. Consequently, Chōgorō and Ichibei of Ina Village transferred it again to Hyōemon and Gonosuke of I Village, who took over the cultivation. Under these circumstances, Sakai Kichibei fell into repeated financial difficulties and found it hard to continue farming. He believed that if he could redeem the mortgaged land with the original principal and cultivate it, it would provide a foundation for rebuilding his livelihood. For several years, he made requests for financial assistance (mushin), but his pleas were not heeded, and years passed in this manner.
However, during the flood in the previous Snake year (Mi year), the land was washed away again, returning to the same state as when it was transferred to Chōgorō and Ichibei of Ina Village and Kanzaemon of I Village in the 4th year of Bunsei (1821), Snake year. Despite repeatedly requesting in good faith that they return the land for the original principal amount, his requests were not accepted. Sakai Kichibei has fallen into poverty and is in dire straits. Though it may be presumptuous, he humbly petitions for compassionate consideration to be given to the current owners - Hyōemon, Kanzaemon, and Gonosuke - so that Kichibei may continue farming and maintain his livelihood as a peasant permanently.
