暑季にも過冷なるを以て推して冬時の寒冷耐へ難かるべしと
為さん然れとも特に寒冽凌き難きに非す但し朝夕気候の變
換甚た常ならす風雪暴き時も亦なきに非れは豫め禦寒を戒
めさるべからす且本地古より多雨を以て聞ゆと雖も黄梅前
後を除き復苦雨の憂なし之を要するに皇國無比の礦泉を湧
出し起廢回春の卓効を奏し美景の心を楽ましめ風氣の體に
佳なるを以て真に避暑衛生の一好世界と云ふべし嗚呼造化
の人を益するや斯の如き幽静の山中に斯の如き繁華の勝区
を造り薬石の精を鍾めて此神液を醸し以て億萬生霊を惨痾
酷毒の中に救ふ何そ其術の巧みなるや然れば則ち之を造化
にも濟病院と云ふも亦可なり

夏季でも過度に冷涼であることから推察して、冬の寒さは耐え難いものであろうと思われるかもしれない。しかしながら、特別に厳しい寒さで凌ぎ難いというわけではない。ただし、朝夕の気候の変化が甚だしく一定でなく、風雪が激しい時もないわけではないので、あらかじめ防寒の準備を怠ってはならない。また、この土地は古くから雨が多いことで知られているが、梅雨の前後を除けば、長雨に悩まされることもない。要するに、我が国無比の鉱泉が湧き出し、病気を治し元気を回復させる卓越した効果があり、美しい景色が心を楽しませ、風土が体に良いので、真に避暑と健康保持の理想的な世界と言うべきである。ああ、造化の神が人を益することよ。このような静寂な山中にこのような繁華な勝地を造り、薬石の精を集めてこの神秘的な湯を醸し出し、もって億万の生霊を悲惨な病気や毒の中から救うとは、なんとその技の巧妙なことよ。そうであるならば、これを造化の済病院と言っても良いであろう。

Moreover, while this area has long been known for heavy rainfall, except for the period around the rainy season, there is no concern about troublesome long rains. In summary, with its incomparable hot springs that gush forth, demonstrating outstanding effects in curing illness and restoring vitality, beautiful scenery that delights the heart, and climate that benefits the body, this truly can be called an ideal world for summer retreat and health preservation. Ah, how the Creator benefits humanity! To create such a prosperous resort in such a tranquil mountain setting, concentrating the essence of medicinal stones to brew this divine liquid, thereby saving countless living beings from tragic illness and cruel poison - how skillful is this craft! If this is so, then it would be appropriate to call this the Creator's hospital.

From the coming first day of the sixth month until the first day of the ninth month, all hot spring treatments at Kusatsu, regardless of social class, are to be suspended. This directive has been issued because local residents have filed complaints. Therefore, as stated herein.
