榛名権現が申されるには、「風や雷は我が所管であるから、みだりには行わない。もっとも、古くからの掟の通りには各々とても守り難い。主の神（天の神）が十日に一度雨を降らせてくださるならば、我も五日に一度風を吹かせましょう」と穏やかに申された。
白雲山が申されるには、「近年は雨にも値段がついて、一両・一金・一分で売買されているとのこと。人の非は気づきやすいが、自分の非は気づきにくいものである。まず第一に火の元を締めよ。浅間山は（火を）売り買いにでもされているのか、めったやたらに火をぞんざいに扱われて、近年は四月八日でも構わず焼き出しなさるので、我々がいかように防いでも、根っからむしょうに出すので、銭を沢山両替に下ろすように、なかなか防ぎ終えられない。今後は九ツ（正午頃）より暮れ六ツ（午後六時頃）まで、時を決めて一ヶ月に二度くらい出すように定めるのがよかろう」と申された。
