不届きしごくの振舞也且近年すわ抔 天竜の水を商ひかね計り取て雨はふら せず浅間山抔も自身に焚筈の火を近在の 姥|嫁(カヽ)に焚するゆへ火を麁末にするゆへに 火か高ふつて此方が始末にならぬ惣じて 信濃の神々は我(ガ)まん増長過る也これらの 品を委く云立神司へ訴へて罪と云つみ とがといふ咎をきせば心(ナカコ)の晴なんとさま〳〵 評義 區(まち〳〵)色々の謀計おい神司へ訴へけれは 神司より火の本納 ̄メ彦の命 ̄トを遣し火を禁 ̄ジ 浅間山へ天の八重雲を懸三年蟄居を 申付惣而しなのゝ神々に許太久(コヽタク)の罪科 祟(タゝ)りを着(キ)せられける爰におゐて上毛(カウヅケ)の 神達諸共にあら面白の御(み)声をあげ祝(ノツト)言ヲ さゝげ給ふにぞ

現代語訳

不届き極まりない振る舞いである。また近年、諏訪などは天竜川の水を商いで勝手に取って、雨を降らせず、浅間山なども自身で焚くはずの火を、近在の姥(かか)に焚かせているゆえ、火を粗末に扱うゆえに、火が高く燃え上がってこちらが始末に困る。総じて信濃の神々は我が儘・増長が過ぎる。これらの件を委しく申し立て、神司へ訴えて、罪という罪、咎という咎をきせれば、胸(なかご)の晴れようと、様々に 評議まちまち、色々の謀計の末、神司へ訴えたところ、神司より火の本納め彦の命を遣わして火を禁じ、浅間山へ天の八重雲を懸けて、三年の蟄居を申し付け、総じて信濃の神々に許多(ここだく)の罪科・祟りを着せられた。ここにおいて上毛(かうずけ)の神達は諸共に、あら面白の御声を上げ、祝言を捧げ給うことになった。

英語訳

It is an utterly outrageous and improper conduct. Moreover, in recent years, the deity of Suwa and others have been taking the waters of the Tenryū River for commercial purposes without proper authority, causing rain not to fall. Furthermore, Mount Asama, which should ignite its own fires, has been having nearby old women (crones/female deities) tend to its fire in its stead, and because of this careless handling of fire, the flames have risen too high and caused great trouble on our side. In general, the gods of Shinano are far too self-indulgent and arrogant. By laying out all these matters in detail and bringing complaint before the Divine Magistrate, charging them with every possible crime and offense, our hearts shall be cleared — and with this sentiment various opinions were expressed. After deliberations of varying conclusions and various schemes, they brought their complaint to the Divine Magistrate. The Divine Magistrate dispatched the deity known as Hinomoto-osame-hiko-no-mikoto to suppress the fire, hung the eight-fold heavenly clouds over Mount Asama, ordered three years of confinement, and imposed upon all the gods of Shinano the burden of numerous sins, punishments, and curses. At this, the gods of Kōzuke (present-day Gunma Prefecture) together raised their voices in joyful exclamation, and offered up celebratory words.
