介せず、早起きして行程を定め、あるいは馬に乗り、あるいは草鞋を履いて、親しく被害地を巡り、あるいは病院を訪ね、あるいは罹災した人民を集めて、聖旨のある所を伝え、この不幸な遭難者たちを慰め諭された。これにより罹災者たちは感泣して仰ぎ見ることもできず、涙をはらはらと流した。
国旗が廃屋の軒に掛かる
侍従一行がお越しになると、被害地の半ば潰れ半ば残った家々の軒先に、皆、赤が水にしみ色あせた日の丸の旗を掲げて敬意を表した。惨憺たる光景と殊勝な心根とが相まって、まるで一幅の悲劇の絵のようであった。

オーストリア皇帝陛下のお見舞い
三陸海嘯の概況がオーストリア皇帝陛下の御耳に達し、我が天皇陛下ならびに我が国臣民と感情を同じくし、痛惜に堪えない旨を、本邦駐在のクリストフ・ウィーデンブルック公使に訓令して慰問の言葉を寄せられた。これにより外務大臣がこれを奏上したところ、天皇陛下はオーストリア皇帝陛下が我が皇室の不幸と国民の難苦とをお心にかけられた友誼の懇篤なることに対し、深く感銘あそばされ、同公使を通じて親しく厚い謝意を伝えるべき旨のご沙汰があり、外務大臣より直ちにこれを同公使に通告した。
ドイツ皇帝陛下のお見舞い
ドイツ皇帝陛下は今回の三陸地方の海嘯の報告に接せられ、七月二日、電報をもって厚いお見舞いに対し感銘あらせられる旨、電報をもって直接ご答礼あらせられたとのことである。

●追悼会
鈴ヶ森の追悼会
六月三十日午後一時より荏原郡鈴ヶ森において追悼会を執行し、池上村の日蓮宗四十二か寺の僧侶および信徒千二百余人が伝馬船に乗り出して施餓鬼を終え、題目堂にて演説会を開いたところ、来会者は二千余名であったという。
本門寺の追悼会
七月七日午後一時より荏原郡池上本門寺にて追悼会を執行し、義捐金を募集したという。
品川善福寺の追悼・救恤演説会
六月三十日午後一時より北品川本宿善福寺において追悼救恤演説会を催し、来会する者が多く、義捐金を出した者も多かったという。
●工兵の出張
罹災民救助・負傷者治療の件はほぼ緒についたが、道路開通・死体捜索等の件は人夫不足・器械不揃いのため行き届かないため、六月二十一日、以下のように工兵の出張を請うたという。

National Flags Hanging from the Eaves of Ruined Houses
When the Imperial Chamberlain's party arrived, the eaves of the half-destroyed, half-standing houses in the disaster areas all displayed Japanese national flags, their red faded and water-soaked, as a sign of respect. The scene of desolation combined with these touching expressions of loyalty created a tableau like a single painting of tragedy.

Condolences from His Majesty the Emperor of Austria
News of the Sanriku tsunami reached His Majesty the Emperor of Austria, and he instructed the Austrian Minister Plenipotentiary resident in Japan, Count Christoph Wydenbruck, to convey his condolences, expressing that he shared the feelings of His Majesty the Emperor of Japan and the Japanese people, and that he could not contain his grief. The Minister of Foreign Affairs reported this to the Emperor, who was deeply moved by the kindness and sincerity of the Austrian Emperor's friendship in taking to heart the misfortune of the Imperial household and the suffering of the Japanese people. His Majesty issued instructions that warm and personal expressions of gratitude be conveyed through the same Minister, and the Minister of Foreign Affairs immediately notified the Minister accordingly.

Furthermore, regarding the extraordinary tsunami disaster that struck the Sanriku region on this occasion, His Majesty the President of France and His Majesty the King of Belgium each instructed their respective Ministers resident in Japan to convey condolences, expressing that they shared the feelings of His Majesty the Emperor of Japan and the Japanese people and could not contain their grief. ● Memorial Services
Memorial Service at Suzugamori
On June 30th, from 1:00 PM, a memorial service was held at Suzugamori in Ebara District. Over 1,200 monks and lay followers from 42 Nichiren Buddhist temples in Ikegami Village set out by boat, performed the segaki rite [a Buddhist ceremony for feeding hungry ghosts], and then held a lecture meeting at the Daimoku-dō [hall for chanting the Lotus Sutra's title]. It is reported that more than 2,000 people attended.
Memorial Service at Honmon-ji Temple
On July 7th, from 1:00 PM, a memorial service was held at Ikegami Honmon-ji Temple in Ebara District, during which donations were collected.
Memorial and Relief Lecture Meeting at Zenpuku-ji Temple, Shinagawa
On June 30th, from 1:00 PM, a memorial and relief lecture meeting was held at Zenpuku-ji Temple in Kita-Shinagawa Honjuku. Attendance was large, and many people made charitable donations.
● Dispatch of Military Engineers
While the relief of disaster victims and treatment of the injured had roughly gotten underway, road clearance and search for bodies were not proceeding adequately due to a shortage of laborers and insufficient equipment. Therefore, on June 21st, the dispatch of military engineers was requested as follows:
