信州伊那・筑摩両郡八十三か村の総代である久保村・大出村・南小野村のうち雨沢・北小野村・松島巌村・宮木村と、中馬荷物の積み替えの件で争いとなった二十四か村の総代である藤池村・古田村・会田村、並びに刈敷原・会田・岡田三か所の問屋、松本町の商人らも追訴を申し出たため、これを審理したところ、採用すべき証拠がなく、寛文十三年丑年・元禄七年戌年・宝永三年戌年・宝暦九年卯年の先例による裁許も難しく、その場所限りの事であって全体に及ぶ件ではないにもかかわらず、都合のよいことを採用したため争いが止まない趣旨に聞こえる。もとより中馬は信州古来からの慣例によるものであるため、御普請役元締の米倉幸内、御普請役の高橋八十八を派遣し、中馬のある村々並びに通行の道筋を逐一記録したところ、松本町・飯田町に荷問屋があり、その間を伊那道筋と呼び、飯田より先で尾州名古屋町・三州岡崎・吉田両宿への道筋、あるいは松本町より中山道を経て名古屋・甲府、または在郷から倉ヶ野宿その他北国往還へ信州の産物を積み送り、戻り荷馬の

Representatives of eighty-three villages in Shinshu's Ina and Chikuma districts - Kubo Village, Oide Village, Amesawa within Minami-Ono Village, Kita-Ono Village, Matsushima Iwao Village, and Miyaki Village - became involved in a dispute with twenty-four villages regarding the transshipment of chūma cargo. The representatives of these twenty-four villages were Fujiike Village, Furuta Village, and Aida Village, along with wholesale merchants from three locations - Karishikihara, Aida, and Okada - and merchants from Matsumoto town also filed additional lawsuits. Upon examination of these cases, there was no credible evidence to be adopted, and previous rulings from Kanbun 13 (1673), Genroku 7 (1694), Hōei 3 (1706), and Hōreki 9 (1759) were difficult to apply. Since these were matters limited to specific locations and did not extend to general cases, yet parties adopted convenient interpretations, the disputes would not cease. Since chūma transport has been an ancient custom of Shinshu, Construction Magistrate Chief Yonekura Kōnai and Construction Magistrate Takahashi Hachijūhachi were dispatched to record in detail the villages with chūma operations and their transportation routes. They found that Matsumoto town and Iida town had freight wholesalers, and the route between them was called the Ina road.
