一 今年より寅年まで五ヶ年の間、まず御上（藩主）をはじめ御家中へも厳しく御倹約を仰せ出されたことであるから、在々（農村部）においても右の趣を承知の上、些かも奢侈に渡るような行為があってはならないこと。
一 元文三午年（1738年）に百姓どもの身持ちの儀について御定目をもって仰せ出されたが、その趣旨をよく守るべきである。とりわけ今度御家中へ仰せ出された趣が厳重であることを鑑みれば、百姓どもの儀はなおさらのことと申すべきであって、万事倹約に努めるべきこと。
附記 午年に仰せ出された通り、衣服の儀については、今後一層男女を問わず粗末な服装（麁服）とすること。女子の頭の飾りに金銀を用い、その他華美な品物は無益な浪費であるから、断じてそのようなことに目立って入れ込むことは無用とすること。家作・道具・食事等その余の細々とした品についても、右に準じるべきこと。
一 御倹約につき、侍中（武士）も粗末な服装（麁服）を着用し、万端軽装であることが多いから、侍中に対して無礼を働かないよう堅く慎むべきこと。

Memorandum
One: For a period of five years from this year until the Year of the Tiger, strict frugality orders have been issued beginning with the lord himself and extending to all domain retainers. In light of this, the villages and rural communities (*zaizai*) are likewise to be made aware of this intent, and there shall be absolutely no conduct that could be considered extravagant or luxurious.
One: In the Year of the Horse of Genbun 3 (1738), regulations concerning the conduct and lifestyle of peasants (*hyakushō*) were issued by official ordinance (*sadame-moku*), and these are to be faithfully observed. In particular, given that the orders now issued to the domain retainers are of an especially strict nature, it goes without saying that the same — indeed, even more so — applies to the peasants, and they shall practice frugality in all things.
Addendum: As was ordered in the Year of the Horse, regarding clothing, henceforth both men and women without distinction shall wear plain, coarse garments (*sofu*). Using gold or silver for women's hair ornaments, and other flashy or ornate items, constitutes wasteful expenditure; therefore, becoming conspicuously absorbed in such things shall in no way be permitted. Regarding dwellings, household implements, meals, and all other such matters in detail, the same principle as stated above shall apply.
One: In accordance with the frugality orders, the samurai retainer class (*samurai-jū*) will naturally be wearing coarse clothing and maintaining a humble appearance in all respects; therefore, the peasants must take strict care that this does not cause them to behave disrespectfully toward the samurai.
One: Regarding the marriages of peasants, an ordinance was issued in the Year of the Horse stipulating that only a meal of one soup and one side dish (*ichijū-issai*) was to be served to assembled relatives; however, on this occasion, even among the samurai retainers, it goes without saying that elaborate cuisine is out of the question, and even the serving of soup (*suimono*), sake, and the like, or… (continues on next page)
