現代語訳
家臣や家の建設関係等、すべて質素倹約を旨とし、今回の御沙汰の趣旨が十分に行き届くよう一同心得るべきである。ついては追々御取調べもあるので、この上怠慢な者があれば、それぞれ御沙汰もあるであろう。
右の通り触れ回すので、その趣旨を承知すべきである。

Furthermore, there will be investigations from time to time, so if there are any negligent persons, appropriate official censure will follow for each case.
This directive is being circulated as stated above, so all should understand its intent.
