○そもそも大津波の恐れのある海浜などの便利な場所に家を建てて住もうとするならば、あらかじめその場所の津波の高低を問い質し、土石を集めて地形を平地より四、五尺、あるいは六、七尺も高くすべきである。その土石を積み始める際に、家の間数を見積もり、四隅にあたる箇所へ長さ三尺の礎石(尺石)を据え、四隅ともにその

When fastened and secured with large staple clamps (ōkasugai), one can escape the damage of violent storms and waterspouts, and even in the event of a great tsunami, provided the water does not reach above the eaves and rooftop, drowning can be avoided.
○ In general, if one wishes to build a house and reside in a convenient location along a coastline where there is danger of great tsunamis, one should first inquire carefully about the height of past tsunamis at that location, then gather earth and stone to raise the ground level four to five shaku, or even six to seven shaku, above the surrounding flatland. At the very beginning of piling up this earth and stone, calculate the floor area of the house, place foundation stones (shaku-ishi) measuring three shaku in length at each of the four corners, and at all four corners upon those

stones, wind approximately ten lengths of extremely thick copper wire (wire), each cut to about one jō in length, twisting them firmly in place. Stand these wires upright and draw them out above ground level, and when the foundation is laid and set in place, wrap the wires around the foundation at all four corners and twist them firmly to secure it. This method too is simple and inexpensive, and no matter how great the tsunami, there is no risk of the house being swept away or shifted, and it will also be sturdy against violent storms and waterspouts. However, the amount of wire used should be adjusted according to the size of the house.
