雷、猛烈な地震などは、まさに天地の無窮の変動であるから、人間の知恵をもってその前兆を完全に知ることはできない。そうである以上、激烈な地震・大嵐・竜巻などの自然災害を予防する最も重要な手段は他にない。ただ、土蔵や居宅の造りを格別に堅固にすることにあるのみである。しかし、大地震はそもそも非常に稀なものであって、百年・二百年に一度あるかないかのことである。ただ火災のみが毎年しばしば起こり、不意に発生するものであるから、人々は家の造りに永続的な耐久性を求めず、むやみに寒暑・雨雪をしのぐだけのものとして

Thunder, violent earthquakes, and the like are truly the infinite and unceasing upheavals of heaven and earth, and therefore it is beyond human intelligence to fully comprehend their precursory signs. This being the case, there is no other critical means of preventing calamities such as violent earthquakes, great storms, and tornadoes. The only recourse is to make the construction of storehouses and residences exceptionally sturdy. However, great earthquakes are by nature extremely rare occurrences — happening perhaps once every one or two hundred years, or perhaps not at all. It is only fire that breaks out frequently year after year, occurring without warning, and so people do not seek lasting durability in the construction of their homes, thinking it sufficient merely to shelter themselves from heat, cold, rain, and snow.

With this mindset, people believe that a storehouse need only protect against fire, and nothing more is required. In particular, in Edo and similar cities, the manner of building houses is extremely careless. Especially because repeated fires cause the wages of all tradesmen and the prices of all lumber to rise higher year after year, even the wealth of the great lords [daimyō] is sometimes insufficient to carry out construction works with full attention to detail — let alone the merchant households of the city, who, regardless of wealth or poverty, pay no attention to this matter at all. The common practice in the world is to set a rough estimate of so many monme per tsubo, or to put it out to tender and award the contract to the lowest bidder, leaving the construction to a contractor in a negligent manner.
