大砲の的の前に立ち、今にも崩れ落ちそうな石垣の下に臥すようなものである。またさらに、日々月々の突発的な小地震においても、その激しさの程度がわからないため、わずかな振動にも驚き恐れて、平常の安心を得ることができない。私はここにおいて、地震・暴風雨の大災害を予防するための手段を工夫し、皆とともに幸福を分かち合いたいと思う。しかしながら、手間のかかる大規模な工事の方法では、力の及ばない者もあろう。それゆえ、私のような極めて貧しい者でも実行しやすく、私が長年実際に試みてきたところであって、費用がきわめて軽く、堅固なること磐石の如き
