武天皇の曾孫で、塩焼王の子である。母の不破内親王は淡路国へ流された。光仁天皇が崩御して喪中であったため、死罪を減じて流罪とした。公卿雲客の中で、その同類・親類である者は皆流罪に処された。
五月、宇佐八幡宮に神託があって、大菩薩と称するという。
六月、左大臣藤原魚名に罪があって、官職を辞めさせられ、筑紫へ下向した。その後赦免があって帰京して薨去した。藤原田麻呂が右大臣となった。この頃は左大臣でも右大臣でも一人だけで、左右を並べて置かれなかった。大納言である人が大臣に副えて政治に参与した。
二年三月、右大臣藤原田麻呂が薨去した。享年六十二歳。《宇合の子である》
七月、藤原是公が右大臣となった。
十月、交野に行幸して鷹狩りが行われた。

He was the great-grandson of Emperor [Kan]mu and the son of Prince Shioyaki. His mother, Imperial Princess Fuwa, was exiled to Awaji Province. Since Emperor Kōnin had passed away and the court was in mourning, the death penalty was commuted to exile. Among the court nobles and officials, those who were accomplices and relatives were all sentenced to exile.
In the fifth month, there was a divine oracle at Usa Hachiman Shrine, declaring that [the deity] should be called Great Bodhisattva.
In the sixth month, Left Minister Fujiwara no Uona was found guilty of crimes, dismissed from office, and sent down to Kyushu. He was later pardoned, returned to the capital, and died there. Fujiwara no Tamaro became Right Minister. During this period, there was only one person serving as either Left Minister or Right Minister, not both positions simultaneously. A person holding the rank of Major Counselor assisted the Minister in government affairs.
In the third month of the second year, Right Minister Fujiwara no Tamaro died at the age of sixty-two. 《He was the son of Umakai》
In the seventh month, Fujiwara no Korekimi became Right Minister.
In the tenth month, the Emperor made an imperial visit to Katano for falconry.
