遷都のことを賀茂明神へも、天智天皇山科陵、光仁天皇田原陵へも申し上げた。六月、新都に殷富門、美福門、安喜門（安嘉門の誤り）、偉鑒門、藻壁門、待賢門、陽明門、達智門、談天門、郁芳門等を、諸国へ分担させて、これを造らせた。九月、菅野真道、藤原葛野麻呂を新都へ遣わして、百官の宅地を分配させた。
十三年十月、葛野の新都の内裏が完成したので、天皇の行幸があった。この場所は左に蒼龍、右に白虎、前に朱雀、後ろに玄武という四神相応の地で、その上山川が美しく、四方出入りの道が最も便利であるので、百王不易の都となるであろうということで、平安城と号した。また、その丈八尺ほどの土偶人を作り、鉄の甲冑を着せ、鉄の弓矢を持たせ、帝都を守らせ、もし後世に都を変えようとすることが
