現代語訳
とあらば、守護神となろうと誓って、東山の上に立て、西向きにこれを埋めた。今の将軍塚がこれである。そのため国家に変事があるときは、この塚が鳴動すると言い伝えられている。
十五年正月、芹川野で遊猟された。天皇は常に狩りを好まれ、京外畿内の所々に年々行幸された。七月、右大臣藤原継縄が薨去した。享年七十。豊成の子である。この大臣は文武の才があった。『続日本紀』は、菅野真道とこの大臣との二人が撰述したものである。中納言紀古佐美と神王を大納言として、政治を行わせた。この冬、東寺を建立された。この年、藤原伊勢人という者が鞍馬寺を創建した。また勤操という僧が、初めて法華八講を執行した。
十六年四月、紀古佐美が卒去した。十一月、従四位下坂上田村麻呂を征夷大将軍とした。久しく奥州にあって軍労があった。

should arise, they would serve as guardian deities, and so they were erected on the eastern mountains and buried facing west. This is the present Shōgun-zuka. Therefore, it is said that when there are disturbances in the nation, this mound rumbles.
In the first month of the fifteenth year, the emperor hunted at Serikawa-no. The emperor was always fond of hunting and made annual imperial visits to various places in the capital outskirts and Kinai region. In the seventh month, Right Minister Fujiwara no Tsugitada died at the age of seventy. He was the son of Toyonari. This minister had both literary and military talents. The Shoku Nihongi was compiled by two people: Sugano no Mamichi and this minister. Middle Counselor Ki no Kosami and Shin'ō were made Great Counselors to conduct government affairs. This winter, Tōji Temple was built. In this year, a person called Fujiwara no Iseto founded Kurama Temple. Also, a monk called Gonzō performed the first Hokke Hakkō (Lotus Sutra Eight Lectures).
In the fourth month of the sixteenth year, Ki no Kosami died. In the eleventh month, Sakanoueno Tamuramaro, of junior fourth rank lower grade, was made Seii Taishōgun (Barbarian-Subduing Generalissimo). He had long been in Ōshū and had military achievements.
