これを討伐して平定した。
同年、藤原冬嗣は弘法（大師）と相談して興福寺に南円堂を建立した。
五年四月、冬嗣の閑院の館に行幸があり、（天皇の）御製の詩を賜った。
五月、皇子信・弘・常・明の四人、並びに皇女四人に源姓を賜った。皇女に源姓を賜ることは、これより始まった。六月、中務卿万多親王、右大臣園人等に詔して、姓氏録を撰ばせた。近江国の稲四百束を伝教（大師）に賜った。
六年正月、渤海国の使者王孝廉が来朝した。内裏にて宴を賜った。孝廉は詩を献上して祝し奉った。孝廉に従三位を授けられて帰国した。四月、近江の滋賀へ行幸。七月、橘夫人嘉智子を皇后に立てられた。檀林皇后がこれである。
七年二月、嵯峨の別館へ行幸し、文人を召して詩を作らせた。

In the fourth month of the fifth year, there was an imperial visit to Fuyutsugu's mansion at Kan'in, where he was granted a poem composed by the Emperor.
In the fifth month, four imperial princes—Nobu, Hiroshi, Tsune, and Akira—along with four imperial princesses were granted the surname Minamoto. This marked the beginning of granting the Minamoto surname to imperial princesses. In the sixth month, the Emperor issued an edict to Chūmu-kyō Prince Manta, Right Minister Sono-hito, and others to compile the Shōji-roku (Record of Surnames and Clans). Four hundred bundles of rice from Ōmi Province were granted to Dengyō (Daishi).
In the first month of the sixth year, an envoy from Bohai Kingdom, Wang Xiaolian, came to court. A banquet was held at the imperial palace. Xiaolian presented a poem of celebration. Xiaolian was granted the rank of Junior Third Rank and returned to his country. In the fourth month, there was an imperial visit to Shiga in Ōmi. In the seventh month, Lady Tachibana Kachiko was made Empress. This is the Danrin Empress.
In the second month of the seventh year, there was an imperial visit to the villa at Saga, where literary scholars were summoned to compose poetry.
