六月、弘法（大師）が紀州高野山を開いて入定の地とした。
九年四月、内裏の殿閣や御門の額を書き改めた。北面の額は天皇の宸筆である。東面は橘逸勢がこれを書き、南面並びに談天門は弘法（大師）がこれを書いた。十二月、右大臣藤原園人が薨去した。年六十三。左大臣正一位を贈られた。この頃は大臣の任命を軽々しく行わないとお考えになっていたため、太政大臣も左大臣も欠員となり、ただ右大臣一人のみを置かれていたが、この（園人薨去の）後はしばらく右大臣も欠けて、大納言藤原冬嗣が朝政を執り行った。
十年二月、群臣の奏上により勅使を遣わし、畿内の富者が蓄えていた物を以て貧者に分け与えてこれを救った。この夏、旱魃が甚だしかったので、伊勢大神宮並びに丹生明神に雨を祈った。秋に大いに雨が降って止まなかった。これにより晴天を祈った。

In the sixth month, Kōbō (Daishi) opened Mount Kōya in Kii Province and made it a place for entering meditation.
In the fourth month of the ninth year, the plaques on the palace halls and gates were rewritten. The plaque on the north side was written by the Emperor's own brush (shinhitsu). The east side was written by Tachibana no Hayanari, and the south side along with the Danten Gate were written by Kōbō (Daishi). In the twelfth month, Right Minister Fujiwara no Sono-hito passed away at age sixty-three. He was posthumously granted the rank of Left Minister, Senior First Rank. At this time, the Emperor thought it unwise to make ministerial appointments lightly, so both the positions of Grand Minister and Left Minister remained vacant, with only one Right Minister appointed. After this (Sono-hito's death), the Right Minister position was also vacant for a while, and Senior Counselor Fujiwara no Fuyutsugu conducted government affairs.
In the second month of the tenth year, following the memorials of the court officials, imperial messengers were dispatched to distribute the stores of wealthy people in the capital region to the poor to provide relief. This summer, the drought was severe, so prayers for rain were offered to Ise Grand Shrine and Niu Myōjin. In autumn, heavy rains fell without stopping. Because of this, prayers were offered for clear weather.
